But the two objectives cannot be considered in isolation: they need to be jointly tackled through an integrated strategy. It also provides guidance on how to create a “win-win†? situation so that climate change policies contribute to poverty reduction and poverty-reduction policies contribute to climate change mitigation and resilience building. The key finding of the report is that climate change represents a significant obstacle to the sustained eradication of poverty, but future impacts on poverty are determined by policy choices: rapid, inclusive, and climate-informed development can prevent most short-term impacts whereas immediate pro-poor, emissions-reduction policies can drastically limit long-term ones.

The book offers guidance in identifying and applying appropriate approaches and tools to design plans, as well as advice on implementing these plans in the real world. For decisionmakers and practitioners, the book includes realistic examples and practical guidelines that should help them understand what decisionmaking under deep uncertainty is and how it may be of assistance to them. Decision Making under Deep Uncertainty: From Theory to Practice is divided into four parts. Part I presents five approaches for designing strategic plans under deep uncertainty: Robust Decision Making, Dynamic Adaptive Planning, Dynamic Adaptive Policy Pathways, Info-Gap Decision Theory, and Engineering Options Analysis. Each approach is worked out in terms of its theoretical foundations, methodological steps to follow when using the approach, latest methodological insights, and challenges for improvement. Changes in climate and climate variability have an effect on people's behaviour around the world, and public institutions have an important part to play in influencing our ability to respond to and plan for climate risk. We may be able to reduce climate risk by seeking to mitigate the threat on the one hand, and by adapting to a changed climate on the other. Another theme of the book is the integrated role of adaptation and mitigation in framing issues and performing analyses. Adaptation costs fall most heavily on the poor and special attention needs to be paid to adaptation by the poorest populations. An integrating framework is also presented to provide the context for an expansive typology of terms to apply to adaptation. The 12 papers collected here use methods from a variety of disciplines and focus on different time frames for decision making, from short term to the very long term.
