La France et la Belgique ont une frontière commune, ils font tous deux partie des pays fondateurs de l'Union Européenne et une grande partie de leurs ressortissants parlent la même langue. Autant de points communs qui les rapprochent et favorisent les échanges, notamment professionnels, entre leurs deux territoires. La profession de sage-femme fait partie des sept professions dites « sectorielles ». En conséquence, il existe une reconnaissance automatique des diplômes entre les différents pays de l'Union Européenne. Afin de garantir les qualifications professionnelles et ainsi la qualité et la sécurité des soins, il a été nécessaire d'uniformiser les formations. Une directive européenne fixe les conditions minimales de formation et de compétence des sages-femmes. Celles qui ont reçu au minimum la formation proposée par la directive, peuvent exercer leur profession dans l'Etat membre de leur choix et ce, dans les mêmes conditions que les nationaux. Malgré une volonté d'uniformiser les formations, compétences et modes d'exercice de la profession de sage-femme en Europe, des différences persistent. Comparer le métier de sage-femme en Belgique et en France nous amène à constater que les différences se trouvent plus dans l'exercice quotidien de la profession sur le terrain que dans les textes juridiques qui l'encadrent.

This book provides an in-depth analysis of the influence of public policy on sex selection. Three Asian countries were chosen for the comparative policy analysis, namely South Korea, India and Vietnam that share in common a historical legacy of son preference, high levels of sex imbalances and active policy response to curbing the growing demographic masculinization of their nations. The research based on the data collected from field work in the three countries shows that despite the adoption of very similar anti-sex selection policies the outcomes have been markedly different for each of the three countries. These unexpected diverse outcomes are explained partly by their different historical and cultural contexts, and partly to the different social, political and economic institutions and dynamics. This monograph offers careful and detailed explanations of both within and across country diversities in policy outcomes, pointing to the importance and the limits of cross-national policy learning and adoption, and raising questions about the efficacy of international organizations’ current approaches to global policy and knowledge transfer.

Defending ethics in sport is vital in order to combat the problems of corruption, violence, drugs, extremism and other forms of discrimination it is currently facing. Sport reflects nothing more and nothing less than the societies in which it takes place. However, if sport is to continue to bring benefits for individuals and societies, it cannot afford to neglect its ethical values or ignore these scourges. The major role of the Council of Europe and the Enlarged Partial Agreement on Sport (EPAS) in addressing the new challenges to sports ethics was confirmed by the 11th Council of Europe Conference of Ministers responsible for Sport, held in Athens on 11 and 12 December 2008. A political impetus was given on 16 June 2010 by the Committee of Ministers, with the adoption of an updated version of the Code of Sports Ethics (Recommendation CM/Rec(2010)9), emphasising the requisite co-ordination between governments and sports organisations. The EPAS prepared the ministerial conference and stepped up its work in an international conference organised with the University of Rennes, which was attended by political leaders, athletes, researchers and officials from the voluntary sector. The key experiences described in the conference and the thoughts that it prompted are described in this publication. All the writers share the concern that the end result should be practical action - particularly in terms of the setting of standards - that falls within the remit of the EPAS and promotes the Council of Europe's core values.
