Payments for ecosystem services (PES) represent a growing share of conservation efforts. To make the most of limited budgets, these programs must target participants and regions most likely to produce the greatest environmental gains while improving (or at least not reducing) economic wellbeing; however, limited monitoring and unquantified results make it difficult to improve these programs' efficiency and effectiveness. Although several studies have investigated demographic and economic covariates related to households' participation in PES, few have explored how these characteristics influence ecological outcomes. Furthermore, there is an inherent assumption that program success, and the social and environmental factors that moderate it, are consistent across a region of interest. This study, conducted at Fanjingshan National Nature Reserve in southwestern China, uses geographically weighted regression, Landsat-derived vegetation index, and household survey data to explore how demographic and livelihood characteristics may cause PES results to vary across households, and how the impacts of these factors may vary in magnitude and direction across the study area. Results illustrate differences between the most willing participants and the most ecologically effective participants. Results also highlight the value of spatially differentiated participant selection to maximize gains and avoid counterproductive outcomes, especially amid inconsistent access to economic opportunities.

This report documents recent policy innovations for the conservation and management of ecosystem services in China. Policymakers have become increasingly interested in developing new approaches to address China's multiplying conservation challenges and resource constraints in face of break-neck economic growth. This has led China's central and local governments to rapidly expand the range of policy and program innovations, many under the broad heading of "eco-compensation," that are laying the groundwork for the development of ecosystem services markets. In particular, local governments have been important contributors to this process, rapidly adapting centrally designed "eco-compensation" programs to their own needs, creating "hybrids"--programs that weave together and draw upon multiple central and provincial policies and funding sources--and creating their own distinct initiatives that often feed back into central government policy development. While not an exhaustive account of all payments (PES) and markets (MES) for ecosystem services in China, it provides an overview of a range of policy innovations for watershed ecosystem services, carbon markets, forest conservation, improving landscape amenities, biodiversity conservation and anti-desertification. The results of this report suggest that there are tremendous opportunities to draw lessons from the significant degree of local innovation that is occurring and to connect innovations from around the globe to inform developments in China.

This report examines the business, operator, and household characteristics of farms that have adopted certain conservation-compatible practices, with and without financial assistance from government conservation programs. The analysis finds that attributes of the farm operator and household and characteristics of the farm business are associated with the likelihood that a farmer will adopt certain conservation-compatible practices and the degree to which the farmer participates in conservation programs. For example, operators of small farms and operators not primarily focused on farming are less likely to adopt management-intensive conservation-compatible practices and to participate in working-land conservation programs than operators of large enterprises whose primary occupation is farming.

In a rapidly changing world, there is an ever-increasing need to monitor the Earth’s resources and manage it sustainably for future generations. Earth observation from satellites is critical to provide information required for informed and timely decision making in this regard. Satellite-based earth observation has advanced rapidly over the last 50 years, and there is a plethora of satellite sensors imaging the Earth at finer spatial and spectral resolutions as well as high temporal resolutions. The amount of data available for any single location on the Earth is now at the petabyte-scale. An ever-increasing capacity and computing power is needed to handle such large datasets. The Google Earth Engine (GEE) is a cloud-based computing platform that was established by Google to support such data processing. This facility allows for the storage, processing and analysis of spatial data using centralized high-power computing resources, allowing scientists, researchers, hobbyists and anyone else interested in such fields to mine this data and understand the changes occurring on the Earth’s surface. This book presents research that applies the Google Earth Engine in mining, storing, retrieving and processing spatial data for a variety of applications that include vegetation monitoring, cropland mapping, ecosystem assessment, and gross primary productivity, among others. Datasets used range from coarse spatial resolution data, such as MODIS, to medium resolution datasets (Worldview -2), and the studies cover the entire globe at varying spatial and temporal scales.
