There is ample evidence that, when properly conducted, especially as a business (commercial) activity, aquaculture can make significant contribution to national food security, poverty alleviation and economies, factors which often determine policy makers' support to any sector. Yet, quantitative evaluation of these merits is poorly documented, particularly in developing countries, which often limits the much needed political and financial support to the sector for its adequate development. This paper suggests to measure aquaculture's contribution to a country's economy through the "aquaculture employment multiplier." The Food and Agriculture Organization of the United Nations (FAO) works towards ending hunger and poverty while using precious natural resources sustainably. The fisheries and aquaculture sector makes substantial contributions to food security, livelihoods and global trade. Global production of fish and other aquatic animals continued to grow and reached 179 million tonnes in 2018, and about 59.5 million people were engaged in the primary sector of capture fisheries and aquaculture. Fishery net exports generate significantly more revenue for developing countries than other agricultural commodities such as rice, coffee and tea. Millions of people are struggling to maintain reasonable livelihoods through the fisheries and aquaculture sector. These are the people who are the most vulnerable to the impacts of climate change. Climate change adds to the many threats and obstacles that already confront them in their day-to-day lives. Particular attention must be given to the most vulnerable if the sector is to continue to contribute to meeting global goals of poverty reduction and food security. This publication presents FAO’s work on climate change and fisheries and aquaculture. The Voluntary Guidelines for Securing Sustainable Small-Scale Fisheries in the Context of Food Security and Poverty Eradication (SSF Guidelines) represent the first ever international instrument dedicated to small-scale fisheries. They represent a global consensus on principles and guidance for small-scale fisheries governance and development. They were developed for small-scale fisheries in close collaboration with representatives of small-scale fisheries organizations in a participatory process between 2011-13, involving over 4000 stakeholders; facilitated by FAO, based on a mandate by COFI. They are directed at all those involved in the sector and intend to guide and encourage governments, fishing communities and other stakeholders to work together and ensure secure and sustainable small-scale fisheries for the benefit of small-scale fishers, fish workers and their communities as well as for society at large.

This report focuses primarily on the direct and indirect influences of fish trade and food security. It reviews in detail the positive and negative impacts of international fish trade on food security in low-income food-deficit countries. The main findings are that this trade has had a positive effect on food security, both through higher availability of fish for human consumption in developing countries and through higher income generated through trade. The report cautions, however, that sustainable resource management practices are a necessary condition for sustainable international trade. It also highlights the need for free and transparent trade and market policies to ensure that benefits from international trade are enjoyed by all segments of society.
