This project investigates the nature of vocational education and training (VET) programs being delivered in correctional centres, including the factors assisting or hindering the delivery of these programs to prisoners. The research also statistically determines the factors most associated with reducing the rates of return to prison of offenders (that is, prisoner recidivism). To address these issues, a brief review of past research was undertaken and interviews with those involved in the corrections system were conducted. The final step of the project involved the examination of various databases to investigate the factors most associated with offender recidivism. To this end, the first part of this report provides a review of Australian and other research into the nature of offenders, and in particular, the links between reduced rates of offender recidivism and access to education, training and employment programs at the prerelease and post-release stages. This is followed by a discussion of the findings from 145 interviews with correctional staff, prisoners and trainers in several Queensland correctional centres. Interviews examined staff and prisoner perceptions of the factors facilitating or acting as barriers to the provision of vocational education and training programs in correctional institutions. The final section of this report uses quantitative methods (a series of cross-tabulations and logistic regression analyses) to examine the characteristics of offenders who become involved in vocational education and training while in prison, and their recidivism rates. A review of research studied the provision of vocational education and training (VET) in adult and juvenile correctional institutions. Research data and secondary source articles on VET from 1990 to the present were collected from around Australia and, where relevant to the Australian experience, overseas. Findings showed corrections institutions in Australia were moving toward competency-based standards in curriculum, program pathway, and credit transfer opportunities and registration of providers to maximize the VET opportunities for prisoners. Variables affecting prisoner participation in programs were personal goals, to keep busy and cope better, and to improve employment prospects. Several American and Canadian studies found VET led to reduced recidivism; others indicated literacy and numeracy education lowered recidivism. Some small studies in Australia showed VET improved access to employment and lower recidivism, but few studies identified how VET assisted since many variables affect their participation. Recommendations for VET program development more intensive and extensive program evaluation, post-release prisoner followup to identify VET program impact, a more holistic approach toward prisoner education, further development of flexible learning materials, and a national journal of good practice or a website. This paper investigates the literacy and numeracy levels of prisoners entering Queensland correctional institutions. Poor literacy and numeracy skills have been a barrier to prisoners successfully participating in vocational education and training programmes in the past. Results indicated that a large percentage of the prison population has literacy and numeracy levels below the level required for entry-level vocational education and training. Furthermore, only a small percentage of prisoners reported having formal qualifications or employment prior to being placed on remand. The authors conclude that a major component of rehabilitation must be the acquisition of vocational and employment skills and that literacy and numeracy skills must be taught alongside, or embedded within, vocational skills. The Communications Indicator Tool (CIT) was tested for suitability as a literacy and numeracy assessment tool.

Almost 650,000 men and women, approximately the size of the city of Memphis, TN, return home from prison every year. Oftentimes with some pocket change and a bus ticket, they reenter society and struggle to find work, housing, a supportive social network.
