The year 1873 was one of financial crisis. A boom in railway construction had spurred a bull market—but when the boom turned to bust, transatlantic panic quickly became a worldwide economic downturn. In Transatlantic Speculations, Hannah Catherine Davies offers a new lens on the panics of 1873 and nineteenth-century globalization by exploring the ways in which contemporaries experienced a tumultuous period that profoundly challenged notions of economic and moral order. Considering the financial crises of 1873 from the vantage points of Berlin, New York, and Vienna, Davies maps what she calls the dual “transatlantic speculations” of the 1870s: the financial speculation that led to these panics as well as the interpretative speculations that sprouted in their wake. Drawing on a wide variety of sources—including investment manuals, credit reports, business correspondence, newspapers, and legal treatises—she analyzes how investors were prompted to put their money into faraway enterprises, how journalists and bankers created and spread financial information and disinformation, how her subjects made and experienced financial flows, and how responses ranged from policy reform to anti-Semitic conspiracy theories when these flows suddenly were interrupted. The global financial crisis that began in 2007 was the most destructive since the 1930s. The rapid spread of the crisis across borders and the complexity of these cross-border linkages highlighted the importance for authorities of working together in responding to the crisis. This book examines the transnational response that relied heavily on a set of relatively informal transnational regulatory groupings that had been constructed over previous decades. During the crisis these arrangements were made stronger and more inclusive, but they remain very complex. Thousands of pages of new rules have been created by various transnational bodies, and the implementation of these rules relies heavily on domestic law and regulation and private rules and practices. This book analyses this complex response, showing that its overly technical and incremental character, the persistence of tensions between transnational processes and state-centred politics, and the ongoing power of private actors, have made the regulatory response fall short of what is needed. Transnational Financial Regulation after the Crisis provides new insights that are relevant for theory and practice, not only for transnational financial regulation, but for global governance more generally.

Negotiations on an historic trade deal between the European Union and the United States are losing momentum and must be revived. The Transatlantic Trade and Investment Partnership, or TTIP, is the most ambitious trade and investment pact ever attempted and an opportunity to revitalise the relationship between Europe and the US. As the EU and US combined account for nearly half of world GDP, the potential gains from such a deal could be substantial - as much as £100bn a year to the EU and £80bn to the US according to some estimates. While getting rid of the remaining tariffs on transatlantic trade is important, some 80 per cent of the potential gains will be derived from the removal of non-tariff barriers, a point of particular significance for SMEs. A successful TTIP will be of benefit to the rest of the world by stimulating world trade in general and encouraging progress on other multilateral trade initiatives, including encouraging China's participation. TTIP should also not be a closed shop and that there should be provision to allow third countries to participate. But without more political impetus from Washington and the big EU member states and without a concerted campaign to make the public in all the countries involved more aware of the potential benefits, the opportunity could be lost. If that happens the EU and the US are unlikely to be in the same position of influence in the world economy next time around
