The attempt was not renewed until the death of Philip II relieved Europe of the terror he had inspired; yet even then France set her new colony in the bleaker North, far removed from the territories of Spain. Quebec was planted at almost the same instant as James town, the chief idea being not so much the settlement of the land as the exploitation of its resources. Both France and England rooted themselves deeply, but with a difference: New France remained subject to the whims of a tyrant and his tools, while Virginia began almost immediately the contest for self-government, and the Plymouth colony framed its own constitution while still on board the Mayflower. Both England and France saw their colonies grow, even beyond their own earlier ambitions. With every inch added to their stature, the prize to be fought for grew greater, the necessity for the duel inevitable.
