"The increase in trade between China and Germany during the last decade--and, in particular, in German exports to China--has exceeded all expectations. Germany is China's number-one trade partner in the EU and China is the top foreign investment destination for German companies. Based on this emerging economic symbiosis between China and Germany, a "special relationship" is now developing. But is this trade-based relationship damaging wider European strategic interests in areas such as foreign policy, energy and raw materials, climate change and human rights? In a new ECFR policy brief, Hans Kundnani and Jonas Parello-Plesner argue that a special relationship between Germany and China is emerging: China needs technology and Germany needs markets. Structural similarities and shared economic interests are key for this emerging special relationship which has further intensified since the economic crisis in 2008. But Chinese companies will provide greater competition in the future and trade conflicts are likely to intensify -- Germany's approach to China is mostly driven by economic interests and the needs of its exporters. Germany's foreign policy is based on the idea that economic exchange would lead to political and societal change in China -- China sees Germany as the most useful country for its economic development. Germany is an attractive partner because of its prominent role in the EU, a similar strategic outlook-but also because of increased German dependence on China. "The Chinese are thinking about whether a 'German Europe' is emerging from the euro crisis just as we are. Protecting China's Interests Overseas provides a fascinating and new window into Chinese foreign and security policymaking. In particular, it shows how the management of non-traditional security issues abroad led to the emergence of China's strategy to defend its interests overseas. This book comes at a critical time, as China has just inaugurated its first overseas military base in Djibouti, thereby establishing a long-term military presence outside Asia. Based on a large number of Chinese primary sources, the book examines how the main actors involved in the making and implementation of Chinese foreign policy understood the problem of protecting the assets and lives of Chinese companies and nationals abroad, especially in North Africa and the Middle East, and interacted with each other depending on their priorities, preferences, and organizational interests. As the different chapters explore various aspects and dynamics within the Chinese foreign and security policy machine, the analysis concludes that the emergence of China's strategy to defend its interests overseas was, to a large extent, crisis-driven. The evacuation of 36,000 Chinese nationals from Libya in 2011 was a critical moment in this process. Henceforth, significant efforts were made to strengthen the capabilities of and coordination between the different agencies under the control of the Chinese leadership, especially the Chinese People's Liberation Army. Consistently, China's military presence abroad expanded and evolved over the years to stabilize the regions where the country's human and economic presence is most significant, and to neutralize the non-traditional security threats against it. However, Chinese policymakers still face important challenges and complex dilemmas on the path to formulate a sustainable policy towards this very difficult issue. Protecting China's Interests Overseas also offers an opportunity to rethink how we study and understand Chinese foreign policymaking.

This right shall include freedom to hold opinions and to receive and impart information and ideas without interference by public authority and regardless of frontiers. This article shall not prevent States from requiring the licensing of broadcasting, television or cinema enterprises. 2. The exercise of these freedoms, since it carries with it duties and responsibilities, may be subject to such formalities, conditions, restrictions or penalties as are prescribed by law and are necessary in a democratic society, in the interests of national security, territorial integrity or public safety, for the prevention of disorder or crime, for the protection of health or morals, for the protection of the reputation or rights of others, for preventing the disclosure of information received in confidence, or for maintaining the authority and impartiality of the judiciary. In the context of an effective democracy and respect for human rights mentioned in the Preamble to the European Convention on Human Rights, freedom of expression is not only important in its own right, but it also plays a central part in the protection of other rights under the Convention. Without a broad guarantee of the right to freedom of expression protected by independent and impartial courts, there is no free country, there is no democracy. This general proposition is undeniable. This handbook is a practical tool for legal professionals from Council of Europe member states who wish to strengthen their skills in applying the European Convention on Human Rights and the case law of the European Court of Human Rights in their daily work.
