This paper attempts to evaluate whether the PTA scheme has been successful in liberalizing intra-ASEAN trade through the new tariff reductions. More specfically, it stimulates the maximum potential trade creation effects within ASEAN of the 20% across-the-board tariff reduction on all items with import value of less than US$50,000 each in 1978 trade statstics. In addition, the implications of the latest proposal by the ASEAN Economic Ministers (AEM) to consider raising the cut-off ceiling to US$500,000 are also analysed.

The formation of the ASEAN Free Trade Area (AFTA), agreed upon at the Fourth ASEAN Summit in January 1992, reflects both developments within ASEAN and the changing international economic and political environment. Rapid industrialization in all the ASEAN countries has given rise to greater intra-ASEAN trade. Such trade has also become more complementary than competitive. The authors provide an overview of the preferential rules of origin in East Asia, highlighting the aspects that might possibly generate some trade-chilling effects. They review characteristics of existing preferential trade agreements with special emphasis on lessons from the European experience, and analyze some important features of the existing rules of origin in East and South-East Asian regional integration agreements. The empirical analysis of the effectiveness of preferentialism on intra-regional trade flows focuses on the ASEAN Free Trade Area (AFTA), with the aim of providing a rough estimate of the costs of requesting preferences. The results suggest that preferential tariffs favorably affect intra-regional imports only at very high margins (around 25 percentage points). This points to the likelihood of high administrative costs attached to the exploitation of preferences, particularly with regard to the compliance with AFTA's rules of origin.
