It is a form of public control over the use of private property in the interest of general welfare. Zoning may be defined as the creation of legal districts ulthin.which regulations prohibit injurious or unsuitable structures and uses of land and buildings. The use of this power directly by the state is the exception rather than the rule. Usually the power is delegated to local political subdivisions which may or may not make use of the authority as they see fit. This delegation is by an enabling act which is adopted by the legislature. Usually, such an act names the units of government/which are empowered to zone, lists the types of regulations which may be employed, establishes the procedure by which zoning ordinances are adopted and amended, and provides for a board of adjustment to grant specific cramp tions or variations from.zoning regulations in those cases where strict enforcement would be unreasonable or would result in un necessary hardship.
