In 1980, a group of scientists from national laboratories, universities, and other research organizations gathered informally in a series of meetings to consider the state of research on risks to health, safety, and the environment. Each scientist had conducted research on the subject. All felt that the traditional disciplines and professional societies to which they belonged were neither ade quate nor appropriate for addressing the extraordinarily complex problems of assessing the risks inherent in modern society. The con sensus of the group was that a new society was needed to address these problems in a scientific and objective way. From these initial meetings, the Society for Risk Analysis was formed The major aims of the Society for Risk Analysis, as stated in its constitution, are • to promote knowledge and understanding of risk analysis techniques and their applications; • to promote communication and interaction among those engaged in risk analysis; and • to disseminate risk analysis information and promote the advancement of all aspects of risk analysis. Members of the Society are drawn from a variety of disciplines, including the health sciences, engineering, the physical sciences, the humanities, and the behavioral and social sciences. An import ant function of the Society is the annual meeting, at which var ious aspects of risk analysis are discussed. Public attention has focused in recent years on an array of technological risks to health, safety, and the environment. At the same time, responsibilities for technological risk as sessment, evaluation, and management have grown in both the public and private sectors because of a perceived need to anticipate, prevent, or reduce the risks inherent in modem society. In attempting to meet these responsibilities, legislative, judicial, regulatory, and private sector institutions have had to deal with the extraordinarily complex problems of assessing and balancing risks, costs, and benefits. The need to help society cope with technological risks has given rise to a new intellectual endeavor: the social and behavioral study of issues in risk evaluation and risk management. The scope and complexity of these analyses require a high degree of cooperative effort on the part of specialists from many fields. Decision Science and Technology is a compilation of chapters written in honor of a remarkable man, Ward Edwards. Among Ward's many contributions are two significant accomplishments, either of which would have been enough for a very distinguished career. First, Ward is the founder of behavioral decision theory. This interdisciplinary discipline addresses the question of how people actually confront decisions, as opposed to the question of how they should make decisions. Second, Ward laid the groundwork for sound normative systems by noticing which tasks humans can do well and which tasks computers should perform. This volume, organized into five parts, reflects those accomplishments and more. The book is divided into four sections: `Behavioral Decision Theory' examines theoretical descriptions and empirical findings about human decision making. `Decision Analysis' examines topics in decision analysis.`Decision in Society' explores issues in societal decision making. Adolescents obviously do not always act in ways that serve their own best interests, even as defined by them. Sometimes their perception of their own risks, even of survival to adulthood, is larger than the reality; in other cases, they underestimate the risks of particular actions or behaviors. It is possible, indeed likely, that some adolescents engage in risky behaviors because of a perception of invulnerabilityâ€"the current conventional wisdom of adults' views of adolescent behavior. Others, however, take risks because they feel vulnerable to a point approaching hopelessness. In either case, these perceptions can prompt adolescents to make poor decisions that can put them at risk and leave them vulnerable to physical or psychological harm that may have a negative impact on their long-term health and viability. A small planning group was formed to develop a workshop on reconceptualizing adolescent risk and vulnerability. With funding from Carnegie Corporation of New York, the Workshop on Adolescent Risk and Vulnerability: Setting Priorities took place on March 13, 2001, in Washington, DC. The workshop's goal was to put into perspective the total burden of vulnerability that adolescents face, taking advantage of the growing societal concern for adolescents, the need to set priorities for meeting adolescents' needs, and the opportunity to apply decision-making perspectives to this critical area. This report summarizes the workshop.

Smoking-related diseases kill more Americans than alcohol, illegal drugs, murder and suicide combined. The passage of the Family Smoking Prevention and Tobacco Control Act of 2009 gave the FDA authority to regulate "modified risk tobacco products" (MRTPs), tobacco products that are either designed or advertised to reduce harm or the risk of tobacco-related disease. MRTPs must submit to the FDA scientific evidence to demonstrate the product has the potential to reduce tobacco related harms as compared to conventional tobacco products. The IOM identifies minimum standards for scientific studies that an applicant would need to complete to obtain an order to market the product from the FDA.
