This book compares media and political systems in East-Central as well as in Western Europe in order to identify the reasons possibly responsible for the extensive and intensive party control over the media. This phenomenon is widely experienced in many of the former communist countries since the political transformation. The author argues that differences in media freedom and in the politicization of the news media are rooted in differences in party structures between old and new democracies, and, notably, the fact that young parties in the new members of the European Union are short of resources, which makes them more likely to take control of and to exploit media resources.

Why do some new parties succeed while most fail? This book challenges the widespread belief that democracy and elections naturally give rise to strong parties and argues that successful party-building is more likely to occur under conditions of intense conflict than under routine democracy. This book explores the impact of electoral rules on political party development in Central and East Europe. It finds that ‘high district magnitude’ proportional electoral systems encourage centralised organisational development and campaigning – where communication with voters is conducted primarily via mass, social and digital media – while small electoral districts stimulate grassroots campaigning. As a result, low magnitude electoral systems are more likely to create an active role for party members, stimulating membership recruitment. The book further examines how parties organise and campaign on the ground. The analysis of in-depth surveys and interviews with party elites in Estonia, Lithuania and Slovakia sheds light on areas of party life that are rarely examined, including party fundraising. Overall, the effects of electoral systems on party organisation and campaigning reflect patterns previously observed in Western Europe, demonstrating that a degree of convergence has occurred.

Is the party over? Parties are the central institutions of representative democracy, but critics increasingly claim that parties are failing to perform their democratic functions. This book assembles unprecedented cross-national evidence to assess how parties link the individual citizen to the formation of governments and then to government policies. Using the Comparative Study of Electoral Systems and other recent cross-national data, the authors examine the workings of this party linkage process across established and new democracies. Political parties still dominate the electoral process in shaping the discourse of campaigns, the selection of candidates, and mobilizing citizens to vote. Equally striking, parties link citizen preferences to the choice of representatives, with strong congruence between voter and party Left/Right positions. These preferences are then translated in the formation of coalition governments and their policies. The authors argue that the critics of parties have overlooked the ability of political parties to adapt to changing conditions in order to perform their crucial linkage functions. As the context of politics and societies have changed, so too have political parties. Political Parties and Democratic Linkage argues that the process of party government is alive and well in most contemporary democracies.
