Developing countries have joined the rapidly growing global system of regional trade agreements (RTAs) over the past years. The drive towards regional integration has advanced with the formation of new markets and groups in Latin America, Africa, Asia, the Middle East and Oceania with few developing countries remaining outside these regional schemes. This volume looks at how 'getting governance right' is a central element for successful RTA implementation, taking stock of the quality and effectiveness of the monitoring of development country RTAs around the world. Organized by the main world regions and primarily focusing on developing country RTAs, the book also includes two case studies focused on monitoring in developed country regional agreements by way of comparison. This book provides an overview of governance and development in the Mesoamerican Region (MAR), the design and scope of the Plan Puebla Panamá (PPP), its relationship to pre-existing regional organisms and its transformation into Proyecto Mesoamérica. The PPP was introduced as a holistic project that would reverse the cycles of poverty in Mesoamerica. However, the plan incited huge opposition from many groups within Mesoamerica, and throughout its duration few of its objectives were met. The author analyses the plan and describes the regional setting and precursors, as well as the US policy towards the Mesoamerican countries. This monograph offers the first systematic overview of the protection of human rights in trade agreements in the Americas. Traditionally, trade agreements in the Americas were concerned with economic questions and paid little attention to human rights. However, in the wake of the 'new regionalism', which emerged at the end of the last century, more clauses addressing social issues such as labour rights and environmental standards were inserted in trade agreements. As economic integration increased, a framework for the protection of human rights evolved. This book argues that this framework allows for human rights protection on a transnational level, while constructing regional identities. Looking at the four key regional integration processes, namely the Caribbean Community, the Central American Integration System, the Andean Community of Nations and the Southern Common Market, and also at the North American Free Trade Agreement, it shows how the integration process has reached a considerable degree of consolidation.
