The chief business of the teachers in Grammar and Primary Schools should be to develop easy, natural, and intelligent expression. The time must be spent almost exclusively with the art of reading; we must deal with the how to read, and not the why; we must not depend upon rules, but upon exercises. Therefore, this book presents only model exercises which, in kind, may be multiplied at the discretion of the teacher.
