Homelessness is an intractable social problem in the contemporary United States. California has one of the largest homeless populations in the country, and this population has been increasing steadily. This paper examines the extent to which California public administrators provide health service access to its homeless population, identifies possible gaps in these services, and offers suggestions for improving prevention services. Healthcare policy is significant to human wellbeing and to economic and societal stability. California's public administrators have introduced many policies to solve health problems among the homeless, but there is little research into how effective these services have been and how satisfied the patients have been. This research aims to contrast and compare the perceptions of three groups of stakeholders: homeless adults, the LA DMH workers who work with them and the general public regarding the efficiency of current programs and policies in place. The ultimate contribution of this project will be to identify improvement strategies and support the creation of more effective policies and programs to reduce homeless people's health risks. It is public administrators' responsibility to care for vulnerable groups, which means assisting homeless people to ensure they obtain a basic standard of living.

Chronic homelessness is a highly complex social problem of national importance. The problem has elicited a variety of societal and public policy responses over the years, concomitant with fluctuations in the economy and changes in the demographics of and attitudes toward poor and disenfranchised citizens. In recent decades, federal agencies, nonprofit organizations, and the philanthropic community have worked hard to develop and implement programs to solve the challenges of homelessness, and progress has been made. However, much more remains to be done. Importantly, the results of various efforts, and especially the efforts to reduce homelessness among veterans in recent years, have shown that the problem of homelessness can be successfully addressed. Although a number of programs have been developed to meet the needs of persons experiencing homelessness, this report focuses on one particular type of intervention: permanent supportive housing (PSH). Permanent Supportive Housing focuses on the impact of PSH on health care outcomes and its cost-effectiveness. The report also addresses policy and program barriers that affect the ability to bring the PSH and other housing models to scale to address housing and health care needs.

Abstract: Homelessness is a predominant health crisis in America. Older adult homelessness is a specific topic that touches our nation and cities. In Long Beach, California older adult homelessness affects nearly one third of the total homeless population (City of Long Beach, 2019). Over the years, Long Beach has been developing systems, building affordable housing, and creating agency partnerships to combat the issue of homelessness. Even with these many efforts, some older adults and healthcare staff are still having difficulty navigating through the system to find affordable housing and resources.
