In April the Army War College's Strategic Studies Institute hosted its Annual Strategy Conference. This year's theme, "Strategy During the Lean Years: Learning From the Past and the Present," brought together scholars, serving and retired military officers, and civilian defense officials from the United States, Canada, and the United Kingdom to discuss strategy formulation during times of penury from Tactitus to Force XXI. Dr. Joel J. Sokolsky of the Royal Military College of Canada made the point that for Canada defense policy and strategy traditionally have been made in times of penury. During the Cold War, Canadian policy was one of a strategy of commitment. Since the end of the Cold War, Ottawa has adopted a strategy of choice derived from Canadian national interests. The document upon which Canada bases its defense policy is the 1994 Canadian White Paper. Dr. Sokolsky argues that the current defense policy acknowledges the problems endemic to peacekeeping, but that the rising tide of peacekeeping operations may have passed. Fortunately, Dr. Sokolsky maintains, the current White Paper also allows for a general commitment to multilateral approaches to security. Canada and the United States have stood together for more than half a century; allies and partners in war and peace. As the Canadian Defence Forces and the U.S. Army seek to shape change rather than to be shaped by it, they cannot help but profit from an open debate of the difficult issues that confront them.

This study evaluates the health of the U.S.-Canadian defense industrial relationship, which is critically important as the U.S. Department of Defense expands the national technology and industrial base. The CSIS study team gathered and analyzed a wide range of quantitative data and conducted interviews with government and industry officials involved with bilateral cooperation on both sides of the border. In addition to looking at top-level history, legislation, policy, and trends, the study team undertook five sectoral case studies highlighting different aspects of the benefits from and challenges facing bilateral cooperation. The study finds that the benefits to both partners exceed what either could obtain solely by relying only on its own national resources. While the overall U.S.-Canadian defense industrial relationship remains sound, the study team identifies a range of recommendations to enhance its value to both partners.

The 1940 Ogdensburg Agreement entrenched a formal defence relationship between Canada and the United States. But was Canadian sovereignty upheld? Drawing on untapped archival material, Sovereignty and Command in Canada–US Continental Air Defence, 1940–57 documents the close and sometimes fractious relationship between the two countries. Richard Goette challenges prevailing perceptions that Canada’s defence relationship with the United States eroded Canadian sovereignty. He argues instead that a functional military transition from an air defence system based on cooperation to one based on integrated and centralized command and control under NORAD allowed Canada to retain command of its forces and thus protect Canadian sovereignty. This go-it-alone approach lasted until the next world war, when the U.S. Navy found itself fighting alongside the British, Canadian, Australian, and other Allied navies until the surrender of Germany and Japan. In The U.S. Navy and Its Cold War Alliances, 1945–1953, Corbin Williamson explores the transformation this cooperation brought about in the U.S. Navy’s engagement with other naval forces during the Cold War. Like the onetime looming danger of Nazi Germany and Imperial Japan, growing concerns about the Soviet naval threat drew the U.S. Navy into tight relations with the British, Canadian, and Australian navies. The U.S. Navy and Its Cold War Alliances, 1945–1953, brings to light the navy-to-navy links that political concerns have kept out of the public sphere: a web of informal connections that included personnel exchanges, standardization efforts in equipment and doctrine, combined training and education, and joint planning for a war with the Soviets.
