The indirect land use change (ILUC) effect of biofuels has called into question the greenhouse gas (GHG) mitigation benefit of biofuels compared with that of fossil fuels. This article reviews the various economic modeling approaches being used to assess the ILUC effect and discusses the key factors that influence estimates of its magnitude. We find that there is considerable variability in the magnitude of ILUC associated with a biofuel pathway across studies and within a study, depending on underlying model parameters. These estimates are sensitive to the scale of biofuel production, the mix of policies and biofuels considered, variations in the parametric assumptions that govern price transmission through international trade, and the ease of changes in land use at the intensive and extensive margins. We discuss the challenges in implementing policies to address ILUC.

Vigorous debate on the effects of biofuels derives largely from the changes in land use estimated using economic models designed mainly for the analysis of agricultural trade and markets. The models referenced for land-use change (LUC) analysis in the U.S. Environmental Protection Agency Final Rule on the Renewable Fuel Standard include GTAP, FAPRI-CARD, and FASOM. To address bioenergy impacts, these models were expanded and modified to facilitate simulations of hypothesized LUC. However, even when models use similar basic assumptions and data, the range of LUC results can vary by ten-fold or more. While the market dynamics simulated in these models include processes that are important in estimating effects of biofuel policies, the models have not been validated for estimating land-use changes and employ crucial assumptions and simplifications that contradict empirical evidence.

This study compares the ILUC results produced by different economic models for marginal increases in biofuel production from different feedstocks. The work is the result of a survey of marginal calculations launched by the JRC-IE during 2009, involving some of the best known models worldwide. The modellers were requested by JRC-IE to run scenarios corresponding as closely as possible to the following specification (e.g. marginal runs against existing baseline of the following scenarios): A marginal extra ethanol demand in EU, B marginal extra biodiesel demand in EU, C marginal extra ethanol demand in US, D marginal extra palm oil demand in EU. The results from the different models and various scenarios are compared in this report in terms of hectares of ILUC per Mtoe of biofuels produced (marginal land use change). In the EU ethanol scenarios, the total estimated ILUC (in the world) ranges from 223 to 743 kHa per Mtoe. For most of the EU ethanol scenarios the models project that the largest share of ILUC would occur outside the EU In the EU biodiesel scenarios, total ILUC ranges from 242 to 1928 kHa per Mtoe In all of the EU biodiesel scenarios the models project that the largest share of LUC would occur outside the EU Although this is not the main purpose of this report, the range of GHG emissions which one could expect to correspond to the areas of LUC reported by all the models has been roughly estimated. The report provides deep analysis of the reasons of differences between models and gives fundamental indications to policy makers on how to address the issue of ILUC in legislation.

This report provides insight into four aspects of modeling indirect land use caused by expanded biofuels production. The report was motivated by the National Biodiesel Board's interest in better understanding how the California Air Resources Board (CARB) estimated an indirect land-use factor for soybean-based biodiesel of 66 gCO2e/MJ, which is more than three times greater than the direct emissions from the fuel. Four aspects of CARB's modeling approach were examined: (1) why CARB estimates that more U.S. forest than pasture will be converted to cropland; (2) whether CARB's predicted land-use changes are consistent with observed U.S. land-use changes in the past decade; (3) how CARB could account for double cropping; and (4) whether CARB's assumption that land brought into production has lower yields than land that was already in production. Results indicate that (1) much of the predicted U.S. forestland conversion is likely due to restrictions on cross-price elasticities imposed by use of the Constant Elasticity of Transformation supply function; (2) a stock of idled cropland could have accommodated the increase in U.S. cropland in 2007 and 2008; (3) the soybean yield elasticity with respect to price can be adjusted to account for double-cropped acres; and (4) there is no empirical support for the assumption that yields in Brazil on new land are lower than yields on old land. The analysis shows how much work needs to be done in this area if the models used to estimate indirect land use are to become widely accepted.
