There are substantial questions as to the legal enforceability of Washington Metropolitan Area Transit Authority's agreements with local governments. The binding nature of agreements between the Authority and local governments to make capital contributions for operating subsidies is questionable. Estimated bus and rail deficits for fiscal years 1977 through 1980, and possible savings through reduction in service will be reported on early in 1977. Uniform reporting formats have been developed to provide visibility for bus and rail operations and the position of various funds administered by the Authority.
