‘Turkey’s Water Diplomacy’ delineates the institutional and legal foundations of transboundary water policy-making in Turkey, paying special attention to the evolution of transboundary water politics in the Euphrates–Tigris river basin. Turkey was one of the three countries that rejected the UN Watercourses Convention in 1997. China has forty major transboundary watercourses with neighbouring countries, and has frequently been accused of harming its downstream neighbours through its domestic water management policies, such as the construction of dams for hydropower. This book provides an understanding of water security in Asia by investigating how shared water resources affect China’s relationships with neighbouring countries in South, East, Southeast and Central Asia. Since China is an upstream state on most of its shared transboundary rivers, the country’s international water policy is at the core of Asia’s water security. This book introduces the concept of Water Diplomacy as a principled and pragmatic approach to problem-driven interdisciplinary collaboration, which has been developed as a response to pressing contemporary water challenges arising from the coupling of natural and human systems. The findings of the book are the result of a decade-long interdisciplinary experiment in conceiving, developing, and implementing an interdisciplinary graduate program on Water Diplomacy at Tufts University, USA. This has led to the development of the Water Diplomacy Framework, a shared framework for understanding, diagnosing, and communicating about complex water issues across disciplinary boundaries. This framework clarifies important distinctions between water systems - simple, complicated, or complex - and the attributes that these distinctions imply for how these problems can be addressed.
