This monograph documents the results of a project entitled "Army Capabilities to Respond to Future Engagement Requirements." The project aimed to improve the Army's decisionmaking and prioritization of resources devoted to security cooperation. The research reported here was sponsored by the Deputy Under Secretary of the Army (International Affairs). Toward the end of the project's duration, that office was disestablished and its functions split up and merged into the Office of the Assistant Secretary of the Army (Acquisition, Logistics, and Technology) and the Office of the Deputy Chief of Staff, G-3, Operations and Plans, Headquarters, Department of the Army. The research was conducted in RAND Arroyo Center's Strategy, Doctrine, and Resources Program. RAND Arroyo Center, part of the RAND Corporation, is a federally funded research and development center sponsored by the United States Army. The report should be of interest to those concerned with security cooperation and Army international activities.

This study outlines a planning framework for cultivating multinational force compatibility (MFC) with armies that are not traditional allies. Such coalition partners are increasingly important to the Army in the post-9/11 security environment. Multilateral military operations are often now conducted by coalitions of the willing rather than by alliances, and many of these ad hoc coalitions include key contingents that have no history of sustained peacetime cooperation with the U.S. Army. The Army has only very limited resources available to enhance compatibility with non-allied partner armies, especially compared to the resources devoted to compatibility with traditional allies such as the United Kingdom. The challenge of enhancing compatibility and building partnership capacity with non-core partner armies therefore requires an innovative approach to planning.

The United States conducts a wide range of security cooperation missions and initiatives that can serve as key enablers of U.S. foreign policy efforts to assist and influence other countries. For a relatively small investment, security cooperation programs can play an important role by shaping the security environment and laying the groundwork for future stability operations with allies and partners. Security cooperation, in the form of noncombat military-to-military activities, includes "normal" peacetime activities, such as building the long-term institutional and operational capabilities and capacity of key partners and allies, establishing and deepening relationships between the United States and partner militaries, and securing access to critical areas overseas. Security cooperation also can include conducting quasi-operational efforts, such as helping U.S. partners and allies manage their own internal defense. However, current national security challenges both create significant demands for U.S. security cooperation programs and deplete the resources needed to carry out these missions. The wars in Iraq and Afghanistan are occupying the regular, reserve, National Guard, and Special Forces trainers and advisors who would normally be called on to train and advise military counterparts. Furthermore, U.S. allies, who often complement the efforts of U.S. advisors and trainers, are also stretched thin by their own deployments to Iraq and Afghanistan. In an effort to find ways to improve security cooperation planning, coordination, and execution, the U.S. Army's Office of the Deputy Chief of Staff for Operations and Plans asked RAND Arroyo Center to conduct an assessment of key facets of U.S. security cooperation -- specifically, the missions, capabilities, and structure needed in the security assistance organizations (SAOs) that coordinate the military aspects of U.S. foreign relations, including security cooperation activities, at U.S. Missions around the world.

Current operations, demands of persistent conflict, and enduring U.S. national security interests underscore the immediate and continuing need to improve U.S. Security Force Assistance (SFA) efforts. The frequency and importance of such activities throughout U.S. history demonstrate that the current requirements are not anomalies. Since September 11, 2001, the United States has been challenged to accomplish key national security goals due to a lack of capability and capacity to effectively advise, utilize, and partner with foreign security forces. To meet this challenge, this paper offers recommendations that build upon recent initiatives within the Department of Defense (DoD) to create a comprehensive approach to improve U.S. SFA. At the heart of the recommendations is a DoD-level organizational approach to institutionalize SFA activities effectively and to facilitate interagency and multinational unity of effort. We intend to adapt current DoD processes that encourage the ad hoc approach and implement a single DoD-level integrating organization.
