United Nations International Police Officers in Peacekeeping Missions
Author: Michael R. Sanchez
Publisher: Routledge
ISBN: 1351246364
Category : Social Science
Languages : en
Pages : 256
Book Description
Why do international policing missions often fail to achieve their mandate? Why do United Nations Police officers struggle when serving in foreign peacekeeping missions? United Nations International Police Officers in Peacekeeping Missions: A Phenomenological Exploration of Complex Acculturation unravels these problems to find a causal thread: When working in hyper-diverse organizations such as the United Nations Police, United Nations police officers must grapple with adjusting to a kaleidoscope of different and competing cultures simultaneously—an issue the author identifies as complex acculturation. In this introduction to the novel concept of complex acculturation, Michael Sanchez explores the reasons behind the chronic performance troubles of the United Nations Police, and explains how the very fabric of the organization contributes to its ineffectiveness. While previous research has focused on private sector expatriate workers’ challenges when adapting to a single new culture, this timely book describes a previously unstudied phenomenon and applies this knowledge to help businesses, governments, organizations, and citizens navigate the increasingly diverse workplace of the future. This book lays the foundation for a new area of study and provides a forward-thinking perspective that will interest multinational companies, police agencies, international relations organizations, prospective expatriate workers, and academics alike.

The Reform Process of United Nations Peace Operations
Author: Nassrine De Rham-Azimi
Publisher: Martinus Nijhoff Publishers
ISBN: 9789041116994
Category : Political Science
Languages : en
Pages : 352
Book Description
In March 2000, the United Nations Secretary-General convened an international panel to conduct a major study on United Nations Peace Operations. Chaired by former Algerian Foreign Minister and current Under-Secretary-General, Lakhdar Brahimi, the Panel was tasked to conduct a wide-ranging study and analysis over lessons learned from past operations such as those in Rwanda and Somalia, as well as current missions in Kosovo, East Timor, and the Democratic Republic of the Congo. The Panel looked at how peacekeeping missions could achieve greater efficiency and success in attaining the key objectives of maintaining peace and promoting reconciliation and reconstruction. It also reviewed the context within which peacekeeping missions took place, the resources and limitations of the United Nations Department of Peacekeeping Operations (DPKO) specifically, and the modality, efficacy, and extent of assistance rendered by the 'international community' within the framework of peacekeeping and peace-building in general. The fifth in a series of conferences organised on lessons learnt from peacekeeping operations was held under the auspices of the United Nations Institute for Training and Research (UNITAR), the Institute of Policy Studies (IPS) of Singapore and the Japan Institute of International Affairs (JIIA). Throughout two intense days in Singapore, in April 2001, an eminent group of academics, government officials, representatives of international organisations, representatives from ongoing UN Missions, and military scholars gathered behind closed doors to reflect upon the recommendations of the Brahimi Report and the obstacles to reform of peacekeeping. This volume contains all the papers presented at that event. It also includes the Co-Chairs' Summary and Recommendations. The Report is a summary of the many animated debates that took place during the conference. Recommendations of the Co-Chairs have been drawn from the broad range of opinions and insights from the conference. The findings and reactions of the participants to the Brahimi Report should give policy-makers, researchers, and international affairs analysts a candid review and critique of past experiences that is essential to the comprehension of the failures of current peacekeeping and requirements for future success.

Author: John T. Fishel
Publisher: Routledge
ISBN: 1135258023
Category : Political Science
Languages : en
Pages : 224
Book Description
This volume commends itself to the reader to provoke thought about what governments and international organizations ought to do when faced with the responsibilities of a given peace operation. Equally important, it suggests what we as citizens in the world community ought to demand of our governments and that community in the current world disorder. The intent is to help decision-makers, policy makers, opinion-makers and students understand the nature of the problem that is likely to provide the greatest challenge to international security management into the next century.

Holding UNPOL to Account
Author: Ai Kihara-Hunt
Publisher: BRILL
ISBN: 9004328815
Category : Law
Languages : en
Pages : 457
Book Description
Ai Kihara-Hunt’s Holding UNPOL to Account: Individual Criminal Accountability of United Nations Police Personnel analyzes whether the mechanisms that address criminal accountability of United Nations police personnel serving in peace operations are effective, and if there is a problem, how it can be mitigated. The volume reviews the obligations of States and the UN to investigate and prosecute criminal acts committed by UN police, and examines the jurisdictional and immunity issues involved. It concludes that these do not constitute legal barriers to accountability, although immunity poses some problems in practice. The principal problem appears to be the lack of political will to bring prosecutions, as well as a lack of transparency, which makes it difficult accurately to determine the scale of the problem.
