Encouragement of Participatory Forest Management practice for sustainable forestry requires understanding of the role of local communities in the management of forest concessions and forest development programs. Participatory Forest Management approach bears sense of ownership, rights of stakeholders involved and all stakeholders define their roles, responsibilities, obligations and understand their benefit in light of their input. Such initiative if adopted could reverse the centralized forest management system experienced under the National Forest Corporation of the Sudan. Concurrently, in South Sudan during the Comprehensive Peace Agreement(2005-2011), some of forest concession contracts were issued with inadequate consultation and also with little involvement of local communities adjacent to contracted forest reserves. This book emphasized useful approaches and relevant methods for forest managers, community forest management practitioners and interested regional and international researchers aiming at encouraging the participation of local communities in forest development programs. This work was part of development of South Sudan forest concession management policy guidelines

Based on field research carried out in Central Kalimantan during June and July 2000, this chapter examines the likely impact of the decentralisation reforms on forest management in Barito Selatan. Conclusions are derived from three major sources. First, interviews were conducted with key government officials and community figures in the provincial capital, Palangkaraya, and the district capital, Buntok. These were supplemented with information from relevant newspaper and government reports. Thirdly, brief visits were made to a number of communities around the district to examine the implications of these reforms for forest dependent communities and to consider the degree to which local communities are likely to benefit from the new decentralised arrangements. The first section of this chapter provides an overview of the geographic and economic context, at the same time discussing the forestry sector in the district. The second section examines specific disputes, controversies and decisions regarding land use, forestry regulations, law enforcement, and revenue collection, considering the roles and motivations of different stakeholders during the decentralisation process and the consequent implications for forests and people. The third section considers the situation of forest dependent communities in the district in the midst of the decentralisation process. It examines the fate of village communities dependent on rattan gardens, the circumstances of an isolated and impoverished community living in the middle of a logging concession area, and a hamlet where eleven unlicensed sawmills had opened operations over the previous twelve months. Based on this discussion, the final section draws some conclusions regarding the real and anticipated effects of decentralisation on forest management in the district.

Community enterprises that manage forest concessions in the Multiple Use Zone (MUZ) of the Maya Biosphere Reserve (MBR) in Petén, Guatemala, generate environmental benefits for society and socioeconomic benefits for local communities in return for rights to use and manage resources in the MUZ. Along with the documented evidence of environmental impacts, the results of this analysis suggest a positive relationship between socioeconomic progress (income, investments, savings, capitalization of community enterprises as well as asset building at household and enterprise level) and conservation of the areas under concession (deforestation rates close to zero in active community concessions). Forest income, its reinvestment, and access to local and external financing have allowed the community enterprises to diversify activities, generate higher added value, develop new products and insert them into value chains of timber and non-timber forest products. The combined evidence of the community concessions’ environmental and socioeconomic performance makes a strong case for concession renewal, which is due over the next few years. The enabling conditions for the management of the concessions by community forest enterprises have improved over the past two decades and provide lessons for strengthening governance in other zones of the MBR and elsewhere in Latin America and beyond.

This case study discusses decentralisation and forest management in Kapuas district, Central Kalimantan, focusing specifically on the impact of these administrative reforms on timber concessions operating there. It is based on field research carried out during June and July 2000. The study is based on interviews with government officials, forestry department staff, university researchers, NGO workers and the employees of timber workers in the provincial capital, Palangkaraya, and the district capital, Kuala Kapuas. Research was also carried out in Gunung Mas in the headwaters of the Kahayan River and further interviews were conducted with businessmen, sub-district government officials and lower level forestry staff, community leaders and local villagers. This document provides: (1) Essential background regarding the geography, economy and history of forestry in Kapuas district. (2) A discussion focuses on decentralisation and forest management, analysing the financial situation of the district administration, the efforts of the district government to create district laws to regulate the forestry sector in the district, and the initial impacts of decentralisation on spatial planning and environmental management. This paper explores opportunities for implementing activities for reducing emissions from deforestation and forest degradation (REDD) in areas with high poverty rates, rapid population growth and complex social dynamics. We focus on the potential role of localized Forest Management Units (or KPH) as an institutional partner, using the West Rinjani Protected Forest Management Unit (KPHL RB) on the island of Lombok, Nusa Tenggara Barat province, Indonesia as a case study. We relied on five essential elements for our analysis: (1) identification of land use changes, (2) estimation of average carbon stocks in forests and shrubland, (3) socioeconomic surveys to identify drivers of deforestation and forest degradation, (4) estimation of future reference emission levels, and (5) developing alternatives to reduce the rates of deforestation and forest degradation.
