The purpose of this grounded theory study was to generate a theory or theories on the effects of on-going or perpetual organizational change on employee attitudes toward new change programs. The central questions were: How do the Office of Information Technology (OIT) employees experience perpetual change and how have these experiences shaped their views of future organizational change programs. The central questions were answered through conducting a series of interviews with 15 employees of the OIT at the University of Minnesota, analyzing the data using grounded theory methodology with the assistance of NIVIO 10.0 software, and the formulation of an interpretive theory. The research findings in this study suggest that change leaders must place greater emphasis on transparency when planning organizational change programs. Traditional elements of change programs, such as communication and leadership, must be executed in concert with a rapid pace of implementation and the change plan must be disclosed with accuracy and clarity. If these elements are delivered properly, employee attitudes toward future change programs will be more receptive.
