This title was first published in 2003. This text examines Hungarian local environmental regulation in practice rather than what should happen according to national legislation. The book is based on interviews with officials, regulators, firm managers and environmental groups in four localities in Hungary and on a national survey of local government officials. Numerous quotations from interviews are included. It is shown that the local social and economic context influences the behaviour of both local governments and regional environmental inspectorates. Firms' responsiveness to regulation is studied and it is shown that while some firms are ready to pay moderate environmental fines others are afraid of even symbolic fines. The findings are set within debates in the international literature on environmental regulation. It is shown that there are convergences with patterns reported in developed capitalist societies, but that certain legacies from state socialism are compatible with these patterns.

This book takes a long-term view of environmental policy in Poland, which thus serves as an example to increase our understanding of environmental policy making in general in the former Eastern bloc countries. The perspective adopted also includes the pre-transition period, since the transformation process cannot be understood without reference to the preceding period. The book investigates the driving forces underlying policy changes, both prior to and after the transition, and identifies elements both of change and continuity - topics that have hitherto been neglected in the literature. A change of political system in Poland did not lead to a major change in the thrust of environmental policy: the policy makers adopted a cautious approach to new instruments and institutions during the transition period. What did change with the transition was the implementation aspect: the effectiveness of environmental policy increased dramatically after the abolition of socialism. The rule of law meant that the state administration and the polluters were subordinated to the legal system, thus increasing the power to environmental policy. First published in 1994. ln Protecting the Periphery the editors present a series of papers revealing the impact of EU policies on environmental quality in regions at the edge of the European Union and in those lying just outside it. In many cases these regions contain habitats and landscapes of international importance; they have also often escaped some of the environmental damage caused by industrialization. But, as the papers' reveal, attempts by the EU to safeguard these environmental benefits are often contradicted by the EU’s own development policies, bringing air pollution from new roads, contamination from new industries, and leading to habitat destruction from modern agricultural practices and increases in tourism. As the Union pushes for the deepening of the integration process, including completing the internal market, the pressures on the periphery's environment are increasing. Furthermore, the efforts of the periphery to catch-up economically with the developed core can often heighten the tension between economic considerations on the one hand and the need for environmental protection on the other. The studies in this book examine the ambivalent responses to EU environmental policy among policy-makers and environmentalists in the periphery. Both the willingness as well as the capacity of the periphery to protect its environmental heritage are explored.
