The book explores theoretical, methodological, and empirical underpinnings of administrative culture as well as prospects and challenges associated with it in the context of and across developing and transitional countries. Referring to dominant norms and values in public organizations administrative culture is about the attitudes and perceptions of public officials. In many countries civil servants are criticised for being corrupt, incompetent, unreliable and self-centred.Their attitudes, norms and values and the way they act are in constant conflict with rule of law. Recently the virtues of the Weberian model of bureaucracy have been reclaimed as an alternative to New Public Management (NPM): i.e. as a model which emphasizes impartiality, rule-following, expertise, and hierarchy rather than manipulation of incentive structures and market competition. In particular it has been argued that a system of meritocratic recruitment and predictable, long-term careers increases the professional competence of the bureaucrats and fosters a culture of professionalism among them. Still it is unclear how and under what conditions such a model can be adopted.Among main hindrances seems to be established power structures and the existing political and societal culture which undermine the effective implementation of the Weberian model. This thesis explores the processes and consequences of decentering the state in the Russian federation and the effects on local government. The methodology employed draws from the literature on decentralization, local government, political transitions and Russian Federalism and intergovernmental affairs. The study focuses on how Russia's regions between 1991 to 1995 were able to wrestle significant power and authority from the centre. It is argued that decentralization has increased the power and autonomy of the regional governments, while Russia's local governments have been left with few resources to administer the services downloaded to them. A case study of the Sakha Republic and the City of Yakutsk is employed to both demonstrate the increased role of regional administrations in post-Soviet Russian society, and to determine the degree of decentralization to the local level. A study of two housing projects is used to examine the effectiveness of regional and local decision-making and the delivery of services. The thesis concludes that the level of power delegated to Russia's local government, where responsibility for day to day administration is most salient, may serve as an indication of the overall level of reform in the Russian state.

In this paper we try to describe the main feature of Russian civic culture that could influence the outcome of the reform, initiated in 1992, and discuss channels through which the influence was realized. We begin with consideration of paternalism and what we call “habitual deviationism”, ordinary and routine deviation from official rules and laws. Both features were inherited from the Soviet period. Paternalism and habitual deviationism determine a system of people's attitudes towards the state, the law, the property, and the liberal values. It will be demonstrated that this system entails an adversarial (using a Stiglitz's term) style of governance and the opportunism and corruptibility of the ruling elite. It is argued that “shock therapy” may be destructive under this cultural environment and result in strong initial distortions since fast liberalization and privatization release a huge volume of rent and strengthen incentives for rent seeking activity. It is further argued that a good reform strategy should take civic culture into account and not put forward overly ambitious tasks. One has to build a sequence of interim institutions which would be more congruent to the initial cultural and institutional environment, facilitate the adaptation of the people, and stimulate modernization of cultural norms to reach an effective market system with time.
