The GATT Multi-Fibre Arrangement (MFA) which governs Community trade in imported clothing and textiles, expires on 31 December 1981. This four-year agreement has resulted in a dramatic fall in the rate of growth of imports from Third World and other suppliers compared with the boom years of 1974-76. The 1978-1981 MFA was supposed to offer a 'breathing space' to the Community textile industry to reorganize and convert in order to meet new and increasing competition. The European Commission believes, however, that with continuing economic recession, this is not the time to revert to the near free trade of earlier years. It is therefore proposing an extension of the MFA for another five years together with a new approach to textile imports from countries with preferential trading agreements with the Community. On 17 March 1981 the Commission also sent the Council a proposal regarding 'outward processing' arrangements for textile and clothing products reimported into the Community after working or processing in third countries. The object is to establish uniform Community rules.

The Indian economy has undergone a dramatic transformation to become one of the leading global economies of the twenty-first century. After ending colonialisation and gaining independence in 1947, the economy moved from a reliance on the export of raw materials to an era of state-promoted development, followed by an era of liberalisation and integration in the world economy by the close of the twentieth century. This book looks at traditional industries, such as textiles, to industries of the second and third industrial revolution, ranging from chemicals and oils to telecommunications.
