Since the Helsinki Summit of 1999 that accorded candidate status to Turkey for EU membership, maritime transport in Turkey has been upgraded gradually in terms of legal and regulatory framework, safety and security standards, quality of work force and port infrastructure. These improvements have been reflected both at the Progress Reports of the European Commission and operational activity of the maritime sector in Turkey. The basic claim of this thesis is that besides the other factors which are mostly related with globalisation, EU alignment process has a great impact on all developments in maritime transport in Turkey. Within the setting of the pending EU-accession of Turkey, this thesis deals with impact of the EU alignment process on Turkeys transport policy in general and shipping policy in particular. The main aim is to investigate to which extent Turkey has implemented its transport and shipping policy to the EU level in legal and practical terms. For almost two decades, both the establishment of a customs union and the development of accession negotiations between the EU and Turkey marked a benchmarking impact on crux issues of mutual relations. These turning points will be addressed, underlining their impact on Turkeys maritime policy and business practice within the transport sector as a whole. As a secondary discussion, Turkeys positioning of itself as the bridge between Europe and the East in general will be assessed from the maritime transport aspect as well. In a more prospective way, this thesis eventually formulates answers to questions, related to the potential of Turkey as a transhipment gateway for Southeast Europe and beyond.
