Excerpt from The Eighth Annual Report of the Commissioner of Health for the Commonwealth of Pennsylvania, 1912, Vol. 1 Sir: The Act of Assembly by which the Department of Health was created prescribed that the Commissioner shall annually report on the vital statistics and sanitary conditions and prospects of the State and, set forth the action of the Department and of its officers and agents, and the names thereof during the past year. Such a report for the year 1913, being my eighth annual report, I have now the honor to transmit. Other work done by me as a servant of the State in positions which I have held ea: Ojficio (state Quarantine Board, Water Supply Commission, Dental Council, and Bureau of Medical Education and Licensure) is given in the reports made by these bodies respectively. The city of Pittsburgh and surrounding area of southwestern Pennsylvania face complex water quality problems, due in large part to aging wastewater infrastructures that cannot handle sewer overflows and stormwater runoff, especially during wet weather. Other problems such as acid mine drainage are a legacy of the region's past coal mining, heavy industry, and manufacturing economy. Currently, water planning and management in southwestern Pennsylvania is highly fragmented; federal and state governments, 11 counties, hundreds of municipalities, and other entities all play roles, but with little coordination or cooperation. The report finds that a comprehensive, watershed-based approach is needed to effectively meet water quality standards throughout the region in the most cost-effective manner. The report outlines both technical and institutional alternatives to consider in the development and implementation of such an approach.
