Between the reigns of Clovis and Charlemagne (AD 511-768) at least eighty councils assembled, often on royal command, to discuss issues of concern to the episcopal and clerical attendees. Their published canons were intended to communicate ecclesiastical policy in the Frankish regnum. However, scholars have paid comparatively slight attention to the institution responsible for this body of legislation. This book remedies this lacuna by delineating the functions and modus operandi of the Frankish church council as an administrative body.

Following the dissolution of the Western Roman Empire, local Christian leaders were confronted with the problem of how to conceptualize and administer their regional churches. As Gregory Halfond shows, the bishops of post-Roman Gaul oversaw a transformation in the relationship between church and state. He shows that by constituting themselves as a corporate body, the Gallic episcopate was able to wield significant political influence on local, regional, and kingdom-wide scales. Gallo-Frankish bishops were conscious of their corporate membership in an exclusive order, the rights and responsibilities of which were consistently being redefined and subsequently expressed through liturgy, dress, physical space, preaching, and association with cults of sanctity. But as Halfond demonstrates, individual bishops, motivated by the promise of royal patronage to provide various forms of service to the court, often struggled, sometimes unsuccessfully, to balance their competing loyalties. However, even the resulting conflicts between individual bishops did not, he shows, fundamentally undermine the Gallo-Frankish episcopate's corporate identity or integrity. Ultimately, Halfond provides a far more subtle and sophisticated understanding of church-state relations across the early medieval period.

This study is the first to attempt a thorough investigation of the activities of the Columbanian congregation, which played a significant role in the development of Western monasticism. This was a new form of rural monasticism, which suited the needs and aspirations of a Christian elite eager to express its power and prestige in religious terms. Contrary to earlier studies, which viewed Columbanus and his disciples primarily as religious innovators, this book focuses on the political, economic, and familial implications of monastic patronage and on the benefits elite patrons stood to reap. While founding families were in a privileged position to court royal favour, monastic patronage also exposed them to violent reprisals from competing factions. Columbanian monasteries were not serene havens of contemplation, but rather active foci of power and wealth, and quickly became integral elements of early medieval statecraft.

This ground-breaking study explores welfare institutions in western law in the middle ages and establishes, for the first time, a legal model for the hospital. On Hospitals takes us beyond canon law, Carolingian capitularies, and Justinian's Code and Novels, to late Roman testamentary law, identifying new legislation and legal initiatives in every period. In challenging long established orthodoxies, a new history of the hospital emerges, one that is fundamentally a European history. To the history of law, it offers an unusual lens through which to explore canon law. What this monograph identifies for the first time is that the absence of law is the key. This is a study of what happened when there was no legal inheritance, nor even an authority through which to act. Here, at the fringes of law, pioneers worked, and forgers played. Their efforts shed light on councils, both familiar and forgotten, and on major figures, including Abbot Ansegis of Saint Wandrille, Abbot Wala of Corbie, the Pseudo-Isidorian forgers, Pope Alexander III, Bernard of Pavia, and Robert de Courson. Finally On Hospitals offers a new picture of welfare at the heart of Christianity. The place of welfare houses, at the edge of law, has for too long encouraged an assumption that welfare itself was peripheral to popes and canonists and so, by implication, to those who designed the priorities of the Church. Evil Lords uses the prism of bad rule or tyranny to enhance our understanding of political discourse from the ancient world to the Renaissance, elucidating premodern notions of sovereignty as well as the relation between ethics and politics, the individual and society, power, and propaganda. Eleven chapters present case studies exploring Hebrew, Graeco-Roman, Byzantine, early, high and late medieval, and Renaissance conceptions and representations of bad or tyrannical government. Since bad rule is always a perversion of the norm, its shifting conceptualizations shed light on historically specific assessments of what constitutes acceptable and legitimate political behavior. Meanwhile, political debate also reflects specific power structures, authorial intent, and audience expectations. Each of the essays, therefore, examines bad rule and its agents within the ideological frameworks and societal patterns of the respective periods, thereby painting a picture of historical and intellectual change. Despite these often profound variations, however, the volume also shows that it is meaningful to think of a Western tradition of tyranny in the premodern world that derived from shared roots in Classical and biblical thought and was further defined by ongoing cross-fertilization spanning two millennia. Thus, Evil Lords offers scholars and students of Western political theory, history, and literature a critical framework through which to revisit the longue durée of premodern political reflection.
