Although free trade provides benefits to all trading partners, reducing barriers to trade forces firms and workers in all countries to adjust to stiffer global competition. For some, the adjustment process can be difficult and Congress, in recognizing this problem, has authorized three programs to assist trade-impacted firms, farmers, and workers. This report focuses on the trade adjustment assistance (TAA) program for firms, which provides technical assistance to help them develop strategies to remain competitive in the changing international economy. The TAA for firms program was reauthorized through FY2007 at an annual funding level of $16 million as part of the Trade Act of 2002 (P.L. 107-210). This report will be updated periodically.

Since the inception of Western development assistance, significant changes in the makeup of donors, recipients, development goals, and strategies have taken place. However, major donor institutions have not yet weighed the impact of these changes on their operations and objectives in anticipation of the future global environment. Discussing trends that will profoundly affect development assistance strategy, the authors raise such questions as: Will the demand for Western technical assistance drop sharply over the next decade? Was the Latin American debt crisis precipitated by the loan practices of international commercial banks? Should aid to Africa be shifted from investment in rural desert areas to investment in urban planning and infrastructure? Also examined are such concerns as the outside management of agricultural research; the U.S. focus on purchasing political allegiance with its aid programs, thus creating dependent nations; the threat to East Asian economic growth posed by the micro-electronics revolution; and the growing conflict between western aid and trade objectives. The authors' purpose is not to provide definitive prescriptions for future development programs, but rather to focus the attention of policymakers on important, but often neglected, issues.

The social and economic consequences of the COVID-19 pandemic and of extreme climate events have brought into sharp relief the serious deficiencies of our political economies. The dominant global ideology of neoliberalism and its architects and beneficiaries are responsible for this. Bilateral development assistance is an integral part of the neoliberal grand design. However, while the deficiencies of neoliberalism have been starkly exposed by the pandemic, its collapse is unlikely in the short-term. Much bilateral assistance will therefore continue to be self-serving. Within these confines, and on the basis of a sharply critical analysis of the functioning of technical assistance at the point of the design and delivery of programmes and projects, this book identifies crucial supply-side nodes of power and influence where feasible and relatively straight-forward ‘functional’ reforms - strategy, structure, selection, training - would make genuinely developmental results for recipients more likely and enhance donor interests at the same time. It argues that more authentic, empathetic, and altruistic technical assistance will be essential to bringing this about. The arguments are supported by primary, published evidence gathered by the author during 18 years of full-time employment as a team leader or programme manager of technical assistance programmes.
