Although each public higher education system in California has a unique mission and social purpose, the systems are united in a most common and fundamental way: each aims to enhance the intellectual, technical, and creative capacity of its student learners. Because advanced knowledge--scientific, technical, and procedural--tends to be organized by fields of study, and delivered to students through specific programs, the ultimate success and benefit of the state's higher education enterprise rests with the quality and breadth of institutional degree and certificate programs. "Assembly Resolution 770, Statutes of 1974," established the California Postsecondary Education Commission (CPEC) as the statewide planning and coordinating agency for higher education, with specific mandated planning functions and responsibilities. Primary among the responsibilities given to CPEC is academic and vocational program review. In addition, the Commission is charged with reviewing and commenting on the need for new campuses and off-campus centers. The Commission developed a set of principles to guide the program review process. The principles are intended to: (1) safeguard the state against inefficiencies in the allocation of program resources; (2) help ensure that new programs will meet student and societal needs; and (3) ensure that programs are well conceived and that they will have desired educational and social consequences. As defined in statute, the Commission's role in the review process is primarily advisory.

The California Postsecondary Education Commission is statutorily responsible for reviewing and commenting on the need for new degree and certificate programs proposed by the public higher education systems. The review process is intended to: (1) safeguard the state against inefficiencies in the allocation of program resources; (2) help ensure that new programs will meet student and societal needs; and (3) ensure that programs are well conceived and that they will have desired educational and social consequences. This report highlights three major planning initiatives of the California public higher education systems: (1) Program expansion in the health sciences under consideration by the University of California; (2) Expansion of independent doctoral programs under consideration by the California State University; and (3) Development of a labor market analysis tool to assist the program planning process of California Community Colleges. The California Postsecondary Education Commission is statutorily responsible for reviewing and commenting on the need for new degree and certificate programs proposed by the public higher education systems. This report summarizes the results of approximately 100 independent reviews conducted between 2002 and 2004. The long-range academic plans of the systems are also examined. Among the findings are the following: The instructional areas of computer information systems, engineering, and health sciences accounted for over half of the community college proposals reviewed between 2002 and 2004 by the Commission. The proposals were developed in response to growing occupational and industry training needs in those workforce areas. The California State University Board of Trustees recently granted planning authorization for nearly 100 academic programs that its campuses seek to add between 2004 and 2009. Within the professional area, the State University is proposing to greatly increase the number of doctoral programs with various partnering institutions. Preliminary planning includes developing proposals for several joint Ph.D. programs. The long-range plans of the University of California included proposed new graduate programs in engineering, computer science, and the life sciences to meet growing needs in the pharmaceutical and biotechnology industries. Some program expansion in the social sciences, humanities, and selected professional areas are also anticipated to help meet emerging social and business needs of California and the nation. The Commission considers it important to develop, in consultation with the systems, a set of program review guidelines that are specific to joint education doctoral programs. The guidelines will clarify better the type of data and information that would be most helpful in considering the merit of regional joint doctoral programs.
