This thesis looks beyond the tragic events of 11 March 2004 to uncover the greater Spanish strategic culture that motivates and influences Spain s political elites. By examining the interaction between Spanish conservatives and liberals, discerning the Spanish strategic culture will allow for a greater understanding of the foreign policy implications to both the Spanish-US relationship and Spanish-EU integration after the Madrid bombings. By understanding how Spanish elites make decisions on the utilization of military force with respect to NATO operations and European Union security, this thesis first demonstrates the strategic preferences of the Spanish elites. Secondly, this thesis shows that the collective identity of Spanish elites seeks further influence in regional and global policymaking. Lastly, this thesis reveals that Spain is in a unique position to develop a strong bilateral relationship with the US while furthering its integration with the EU but is unwilling to support the furthering of integration at expense of Spanish national interests. Uncovering the Spanish strategic culture will provide a possible generalization to whether this event will lead to a shift in the Spanish strategic culture or open a new chapter in the transatlantic relationship. This thesis suggests that the bombings will not redefine the strategic culture of Spain but reinforce Spain s commitment against international terrorism. This commitment will help shape the EU s cooperation and direction on dealing with international terrorism.

Between 1983 and 1987, mercenaries adopting the pseudonym GAL (Grupos Antiterroristas de Liberación, Antiterrorist Liberation Group) paid by the Spanish treasury and relying upon national intelligence support were at war with the Basque militant group ETA (Euskadi (e)Ta Askatasuna, Basque Country and Freedom). Over four years, their campaign of extrajudicial assassinations spanned the French-Spanish border. Nearly thirty people were killed in a campaign comprised of torture, kidnapping, bombing and the assassination of suspected ETA activists and Basque refugees. This establishment of unofficial counterterrorist squads by a Spanish Government was a blatant detour from legality. It was also a rare case in Europe where no less than fourteen high-ranking Spanish police officers and senior government officials, including the Minister of Interior himself, were eventually arrested and condemned for counter-terrorism wrongdoings and illiberal practices. Thirty years later, this campaign of intimidation, coercion and targeted killings continues to grip Spain. The GAL affair was not only a serious example of a major departure from accepted liberal democratic constitutional principles of law and order, but also a brutal campaign that postponed by decades the possibility of a political solution for the Basque conflict. Counter-terror by proxy uncovers why and how a democratic government in a liberal society turned to a ‘dirty war’ and went down the route of illegal and extrajudicial killing actions. It offers a fuller examination of the long-term implications of the use of unorthodox counter-terrorist strategies in a liberal democracy.

Strategic culture has been both lauded as an important analytical tool in explaining behavior, and disparaged as an explanation of last resort. Theorists of strategic culture hold that, in certain circumstances, persistent beliefs and behavior patterns may suggest probable responses to threats or opportunities. This thesis, an examination of recent Spanish history from a strategic culture perspective, supports the use of strategic culture as a reliable indicator of probable state actions, at times despite the rhetoric of the state's political leadership. Well established aspects of strategic culture appear to persist in the absence of a cataclysmic event capable of modifying the patterns and beliefs of the preceding system. Earring such a catastrophic event, a state is likely to act in accordance with its traditional strategic culture. The peaceful transition since 1975 from authoritarian to democratic rule, as well as security assurances from the United States since 1953, have kept Spain from experiencing a trauma powerful enough to fundamentally alter its strategic culture. Spain's problems in domestic politics, economics, and military and foreign affairs may be attributed to a difficult national democratization process as well as to a strategic culture of isolationism. Owing to these larger factors, membership in NATO has had little impact on Spain's strategic culture.
