"Much has been written since the publication in 1990 of Esping-Andersen's The Three Worlds of Welfare Capitalism on the concept of welfare regime as an analytical tool to study social policy stability and change in Europe and beyond. As a concept, welfare regime emphasizes both stability over change and divergence between country clusters over convergence. Studying on concrete policy instruments rather than spending patterns and focusing on policies introduced to protect workers against the risk of unemployment and the loss of income, this chapter explores potential patterns of commonality and difference in the social policy responses to the COVID-19 pandemic in four distinct welfare regimes: the Bismarckian, the Nordic, the liberal, and the Southern European regimes. This book explores the current state of society in Europe in general and the regimes and societies of the Western Balkans in particular. The pandemic and near-universal lockdown have provided an ideal cut-off date for the collection of indices from reputable academic sources that cover the nature of these regimes, individual human freedoms, economic freedoms, the rule of law, human rights and media freedoms. The aggregated findings from the 20 individual indices provide comprehensive data to support original findings and the characterisation of societies in 45 European states. Admittedly, there are differences in the methodologies and samples among the indices consulted. Nonetheless, taken together they offer a solid basis for developing arguments concerning the diversity of regimes, governance and societies in Europe and drawing well-founded conclusions on the nature of society in various parts of Europe. Though the book’s main focus is on the Western Balkans, the region is put in a pan-European context. The issues of migration, minorities, global geopolitics, the crisis of liberal democracy – they all play into developments that are specific to the Western Balkans. The book answers the question of whether the pandemic has allowed local regimes to strengthen their power and exert greater control over society, making it possible to formulate arguments regarding the future of Europe and its integrative processes. COVID-19, Public Management, and Survival of East European Democracies centers initially on the development of democracy in fourteen states of Eastern Europe, with an emphasis on the distinction between the seven Baltic and East Central European states in the north and the seven Balkan states in the south. Examination of key events of the political history of the two regions reveals that a participant political culture as the anchor of democracy was more developed in the north than in the south. Important measures of democracy as well as election results during the 2020-22 period of the COVID-19 outbreak demonstrate and reinforce the same distinctions between the two regions. Further, this detailed study of public administration problems such as corruption, accountability, trust, and the number of deaths from COVID-19 also disclose that such problems characterized both regions but were more pronounced in the southern states. In addition, the rise of populism and authoritarianism injected severe challenges in the midst of administrative preoccupation with the many harmful effects of the virus.

"Violence against women undermines women's core fundamental rights such as dignity, access to justice and gender equality. For example, one in three women has experienced physical and/or sexual violence since the age of 15; one in five women has experienced stalking; every second woman has been confronted with one or more forms of sexual harassment. What emerges is a picture of extensive abuse that affects many women's lives but is systematically underreported to the authorities. The scale of violence against women is therefore not reflected by official data. This FRA survey is the first of its kind on violence against women across the 28 Member States of the European Union (EU). It is based on interviews with 42,000 women across the EU, who were asked about their experiences of physical, sexual and psychological violence, including incidents of intimate partner violence ('domestic violence'). The survey also included questions on stalking, sexual harassment, and the role played by new technologies in women's experiences of abuse. In addition, it asked about their experiences of violence in childhood.
