Civil Paths to Peace contains the analyses and findings of the Commonwealth Commission on Respect and Understanding, established in response to the 2005 request of Commonwealth Head of Government for the Commonwealth Secretary-General to 'explore initiatives to promote mutual understanding and respect among all faiths and communities in the Commonwealth.' This report focuses particularly on the issues of terrorism, extremism, conflict and violence, which are much in ascendancy and afflict Commonwealth countries as well as the rest of the world. It argues that cultivating respect and understanding is both important in itself and consequential in reducing violence and terrorism. It further argues that cultivated violence is generated through fomenting disrespect and fostering confrontational misunderstandings. The report looks at the mechanisms through which violence is cultivated through advocacy and recruitment, and the pre-existing inequalities, deprivations and humiliations on which those advocacies draw. These diagnoses also clear the way for methods of countering disaffection and violence. In various chapters the different connections are explored and examined to yield general policy recommendations. Accepting diversity, respecting all human beings, and understanding the richness of perspectives that people have are of great relevance for all Commonwealth countries, and for its 1.8 billion people. They are also importance for the rest of the world. The civil paths to peace are presented here for use both inside the Commonwealth and beyond its boundaries. The Commonwealth has survived and flourished, despite the hostilities associated with past colonial history, through the use of a number of far-sighted guiding principles. The Commission argues that those principles have continuing relevance today for the future of the Commonwealth--and also for the world at large.

Most of these peoples foster a spirit of cooperation rather than competition, promote sharing rather than glorifying greed, and live in harmony with the earth as well as with other people. The author has combed the literature of fields such as anthropology, psychology, sociology, history, and religious studies for appropriate works, with a cutoff date of 1992. Scholars and peace activists who are interested in societies that foster peacefulness have difficulty finding references to the literature. Numerous indexes and abstracts do not include subject headings such as "peaceful peoples." Furthermore, indexing services often do not cover chapters in edited volumes, an important part of this literature. The book includes a very detailed name and subject index that provides access to the intriguing social psychological, and cultural similarities—and difference—existing among the peoples.

Paraphrasing Descartes, we may say that one method is to take the reader into your conf idence by explaining to him how you arrived at your discovery; the other is to bully him into accepting a conclusion by parading a series of propositions which he must accept and which lead to it. The first method allows the reader to re-think your own thoughts in their natural order. It is an autobiographical style. Writing in this style, you include, not what you had for breakfast on the day of your discovery, but any significant consideration which helped you arrive at your idea. In particular, you say what your aim was – what problems you were trying to solve and what you hoped from a solution of them. The other style suppresses all this. It is didactic and intimidating. J. W. N. Watkins, Confession is Good for Ideas (Watkins, 1963, pp. 667–668) I began writing this book over 12 years ago. It was started in the midst of the South African Truth and Reconciliation Commission (TRC). It is an exploration of what I have learned from the process. During the TRC, I was working at the Centre for the Study of Violence and Reconciliation (CSVR) in South Africa, primarily with people who testified before the Commission, but also on a range of research and policy initiatives in the area that is now called ‘transitional justice’. I have written about the TRC process extensively.
