Excerpt from The Canadian Historical Review, 1921, Vol. 2: New Series of the Review of Historical Publications Relating to Canada (Founded 1898) Identity of language-which is popularly confused with identity of race - has undoubtedly contributed to nation building, but he would be a fool hardy historian who would call it an essen tial element. The Scottish people are a nation, though they speak both English and Gaelic. The Belgians are a nation though they speak both French and Flemish. The Swiss are a nation, though actually tri-lingual. The diversity of tongues does not discount the reality, of American nationalism. We can dismiss identity of language along with a common religion. The latter has brought its gifts to the building of nations; but religious varieties have often been most prominent where nationalism has been strongest and most vigorous. Nor can we explain nationalism by common economic interests. These lie behind much in'human history, and examples are not wanting of their influences in nationalist movements. Their influences can be seen indirectly at work in the American Civil War, and more directly we can find them at work in the Zollverein, with Prussia at its head, which laid the foundations of the modern German Empire. On the other hand, it would be hard to find common economic interests at work in the fusion of the Thirteen Colonies out of which the American nation was born. Indeed the nation, as an economic unit, largely exists artificially through the influence of protective tariffs. It would be possible to examine common history and common traditions and to find that they are not the common factors which we have been seeking. The nationalism of the North American continent, for example, owes little to the past. Nor will common political ideals satisfy our inquiry - they have not been essential. Legitimists, Bonapartists, Republicans and Socialists have Shed their blood impartially in the cause of French nationalism - to save the French nation. London: Edward Arnold, 1901. Pp. 379. This book has one of those loose titles that may mean anything. What, however, Mr. Holland discusses is the conditions that will furnish real liberty to each nation within the British Empire and yet not weaken the sense of unity. For the last four or five years we have had imperialism discussed from the platform and by the press until the subject is threadbare, and yet it may fairly be doubted if we are a step nearer organic unity than we were before. The tremendous difficulties of the problem become more apparent as they are more closely scrutinized. How shall Australia and Canada retain the full measure of liberty which they enjoy, and which they are unlikely to surrender, and yet come under the authority of a central Parliament? Mr. Holland is aware of these difficulties and he is cautious about suggesting a brand-new scheme of imperial federation. His plan is less ambitious. The book is an able attempt to estimate the principles that past failures and successes should impress upon the present-day imperialist. To the first conspicuous failure and the first conspicuous success he devotes two-thirds of the work. The failure is of course Britain's government of her first American colonies; the success is the system which matured in Canada in the nineteenth century. Of the failure we need say little here. Excerpt from Review of Historical Publications Relating to Canada, Vol. 10: Publications of the Year 1905 Sir Frederick Pollock has since his return re-stated his scheme in the light of his experience on his recent visit, in the Nineteenth Century for December. He evidently thinks Canadian opinion not adverse so long as it is recognized that the end in view is not any compulsory Imperial jurisdiction, but only full and free consultation, and better machinery for arriving at a sound conclusion. The amount of official sanction the scheme has in England is indicated by the fact that in April last Mr. Lyttleton sought, in a despatch, the opinion of various self-governing colonies upon the question of elevating the Colonial Conference into a piece of regular constitutional machinery, and the creation of an Imperial Intelligence Department. The Dominion Government, it seems, intimated a preference for the word "Conference" rather than "Council," and are a little afraid of the idea of a permanent Intelligence Department as "conceivably interfering with the working of popular government." Finally they have suggested that the whole question should be left over for the consideration of the next Colonial Conference. Meanwhile valuable work has been suggested for the Intelligence Department, if we ever get one, by Mr. Geoffrey Drage, who accompanied Sir Frederick Pollock to Canada, in the Fortnightly Review for December, as, generally, to receive ideas, and co-ordinate opinions upon matters of high Imperial policy, to disseminate authoritative information on Imperial questions, including commercial relations between the colonies, and, specifically, to bring about the unification of the patent, insolvency, and possibly labour laws throughout the Empire, the constitution of a new Supreme Court of Appeal, and the promotion of organized communication within the Empire. Finally we may refer, in this connection, to a most notable book by M. H. Speyer, the Belgian jurist, which contains what is probably the best general survey in print of the whole subject of Imperial federation.
