In T. E. Lawrence’s classic memoir Seven Pillars of Wisdom, Lawrence of Arabia claimed that he inspired a “dream palace” of Arab nationalism. What he really inspired, however, was an American idea of the area now called the Middle East that has shaped U.S. interventions over the course of a century, with sometimes tragic consequences. America’s Dream Palace brings into sharp focus the ways U.S. foreign policy has shaped the emergence of expertise concerning this crucial, often turbulent, and misunderstood part of the world. America’s growing stature as a global power created a need for expert knowledge about different regions. When it came to the Middle East, the U.S. government was initially content to rely on Christian missionaries and Orientalist scholars. After World War II, however, as Washington’s national security establishment required professional expertise in Middle Eastern affairs, it began to cultivate a mutually beneficial relationship with academic institutions. Newly created programs at Harvard, Princeton, and other universities became integral to Washington’s policymaking in the region. The National Defense Education Act of 1958, which aligned America’s educational goals with Cold War security concerns, proved a boon for Middle Eastern studies. But charges of anti-Americanism within the academy soon strained this cozy relationship. Federal funding for area studies declined, while independent think tanks with ties to the government flourished. By the time the Bush administration declared its Global War on Terror, Osamah Khalil writes, think tanks that actively pursued agendas aligned with neoconservative goals were the drivers of America’s foreign policy.

In recognition of its 20th anniversary, The IBM Center for the Business of Government offers a retrospective of the most significant changes in government management during that period and looks forward over the next 20 years to offer alternative scenarios as to what government management might look like by the year 2040. Part I will discuss significant management improvements in the federal government over the past 20 years, based in part on a crowdsourced survey of knowledgeable government officials and public administration experts in the field. It will draw on themes and topics examined in the 350 IBM Center reports published over the past two decades. Part II will outline alternative scenarios of how government might change over the coming 20 years. The scenarios will be developed based on a series of envisioning sessions which are bringing together practitioners and academics to examine the future. The scenarios will be supplemented with short essays on various topics. Part II will also include essays by winners of the Center’s Challenge Grant competition. This highly selective bibliography supplements the original bibliography developed in 1978 by Ms. Betsy C. Kysely, to support the Eighth Military History Symposium While this bibliography focuses primarily on materials published since the earlier bibliography was developed, it does include some significant materials that were published prior to 1978, but that were omitted from that edition. Emphasis in this supplement is on scholarly analysis of air power itself and scholarly depictions of its history. Like most editions of the United State Air Force Academy Directorate of Libraries' publication, Special Bibliography Series, this compilation is limited to current holdings of the Academic Library at the Academy. It includes books, reports, government documents, and journal articles. Excluded are pictorial works, newspaper articles, works of fiction, studies of the technology of aircraft and associated weaponry, and items focused on the general history of aviation. After World War II, Japanese Americans in Hawai‘i sought to carve a positive niche of public citizenship in the community. In 1953 members of the Honolulu Japanese Junior Chamber of Commerce and their wives created a beauty contest, the Cherry Blossom Festival (CBF) Queen Pageant, which quickly became an annual spectacle for the growing urban population of Honolulu. Crowning the Nice Girl analyzes the pageant through its decades of development to the present within multiple frameworks of gender, class, and race/ethnicity. Drawing on extensive archival research; interviews with CBF queens, contestants, and organizers; and participant observation in the Fiftieth Annual Festival as a volunteer, Christine Yano paints a complex portrait of not only a beauty pageant, but also a community. The study begins with the subject of beauty pageants in general and Asian American beauty pageants in particular, interrogating the issues they raise, embedding them within their histories, and examining them as part of a global culture that has taken its model from the Miss America contest.Yano follows the pageant throughout the decades into the 1990s, adding corresponding "herstories"—extensive narratives drawn from interviews with CBF queens. She concludes by framing issues of race, ethnicity, spectacle, and community within the intertwined themes of niceness and banality.
