This book questions the current status of the development agenda and examines why development has eluded large groups of people living in poverty. It argues that there is a general unwillingness to understand, and focus adequate attention on, the factors that explain the continued production of poverty and inequality. Development has also become increasingly buzzword-driven, although little effort is made to operationalise such terms for actual implementation on the ground. The book further highlights how development interventions have become largely synonymous with "crises" and why there is a need to refocus our attention on the less sensational, and often invisible, processes that perpetuate poverty. Based on a critical analysis of local, national and global efforts to promote social, economic and political development, the book focuses on a selected set of interrelated issues that form an integral part of the current development discourse: corruption, democracy, human rights, climate change and foreign aid. These are discussed on the basis of empirical evidence from South Asia and Sub-Saharan Africa.

It finds that while poverty has fallen across the region over the last two decades, inequality has increased, dampening the impact of growth on poverty reduction. As a result, relative to other emerging and developing regions and to Asia’s own past, the recent period of growth has been both less inclusive and less pro-poor. Our analysis suggests a number of policies that could help redress these trends and broaden the benefits of growth in Asia. These include fiscal policies to increase spending on health, education, and social safetynets; labor market reforms to boost the labor share of total income; and reforms to make financial systems more inclusive.

This book discusses critical policy issues that need to be addressed if India wishes to achieve the SDG 1 based elusive goal of ending poverty in the country. SDG 1 or “ending poverty in all its forms everywhere” cannot be achieved unless policies and poverty alleviation programmes understand and address chronic poverty and its dynamics. This requires that we estimate and understand the extent of poverty, the factors that lead to people getting stuck in it and the ways this can be addressed. It also requires understanding the dynamic nature of poverty or the fact that many of those who are poor are able to move out of poverty as well as the fact that many others who are not poor become impoverished. These are the issues that are comprehensively examined and addressed in this book.
