The nonlocal electron and ion transport processes in weakly ionized plasmas are studied. The goal is to consider the most general ordering when the mean free path for the charged species is arbitrary with respect to the characteristic length scale in plasma and characteristic frequency is arbitrary with respect to collision frequency. For electron component, we present a rather general method of solving the Boltzmann equation, which is based on the expansion of the total distribution function (DF) in the series of the eigenfunctions of the collision operator. The coefficients in this expansion are related to the different velocity moments of the distribution function. The expansion of the DF in terms of the eigenfunctions of the collision operator is equivalent to the expansion in the series of a parameter 3 which is a measure of spatial and temporal uniformity 3=kl;hsp sp="0.167"3=w /nrp post="par" . As this parameter increases (the mean free path becomes larger and/or the characteristic length of plasma inhomogeneity decreases and/or characteristic frequency of plasma inhomogeneity increases), the larger number of terms should be included in the expansion procedure and in the limiting collisionless case all harmonics (all moments) must be included. The obtained infinite system of equations for the expansion coefficients is solved in terms of the continued fraction representation. We have calculated transport coefficients of a weakly ionized plasma that describe the relaxation processes for the arbitrary uniformity parameter 3 . In this case the transport coefficients become integro-differential operators acting on the lower moments (density, temperature, mean velocity, and external fields). As an example we consider the anomalous absorption of the electromagnetic wave by a weakly ionized plasma or anomalous skin effect. Unlike.

Transport phenomena in plasmas are the relatively slow processes of particle momentum and energy transport systems in a state of mechanical equilibrium. In contrast to neutral gases, these phenomena in plasmas are greatly influenced by self-consistent fields, in particular electric fields. These can produce particle and energy fluxes, in addition to those generated by the inhomogeneity of the plasma composition and temperature. This volume presents the contributions of the participants in the Sixth International Swarm Seminar, held August 2-5, 1989, at the Webb Institute in Glen Cove, New York. The Swarm Seminars are traditionally held as relatively small satellite conferences of the International Conference on the Physics of Electronic and Atomic Collisions (ICPEAC) which occurs every two years. The 1989 ICPEAC took place in New York City prior to the Swarm Seminar. The focus of the Swarm Seminars has been on basic research relevant to understanding the transport of charged particles, mainly electrons and ions, in weakly ionized gases. This is a field that tends to bridge the gap between studies of fundamental binary atomic and molecular collision processes and studies of electrical breakdown or discharge phenomena in gases. Topics included in the 1989 seminar ranged the gamut from direct determinations of charged-particle collision cross sections to use of cross sections and swarm parameters to model the behavior of electrical gas discharges. Although the range of subjects covered was in many respects similar to that of previous seminars, there was an emphasis on certain selected themes that tended to give this seminar a distinctly different flavor. There was, for example, considerable discussion on the meaning of "equilibrium" and the conditions under which nonequilibrium effects become important in the transport of electrons through a gas.

The NATO . Advanced Research Insti tute on Nonequilibrium Processes in Partially Ionized Gases was held at Acquafredda di Maratea during 4-17 June 1989. The Institute considered the interconnections between scattering and transport theories and modeling of nonequilibrium systems generated by electrical discharges, emphasizing the importance of microscopic processes in affecting the bulk properties of plasmas. The book tries to reproduce these lines. In particular several contributions describe scattering cross sections involving electrons interacting with atoms and molecules in both ground and excited states (from theoretical and experimental point of view), of energy transfer processes as well as reactive ones involving excited molecules colliding with atoms and molecules as well as with metallic surfaces. Other contributions deal with the basis of transport theories (Boltzmann and Monte Carlo methods) for describing the bulk properties of non equilibrium plasmas as well as with the modeling of complicated systems emphasizing in particular the strong coupling between the Boltzmann equation and excited state kinetics. Finally the book contains several contributions describing applications in different fields such as Excimer Lasers, Negative Ion Production, RF Discharges, Plasma Chemistry, Atmospheric Processes and Physics of Lamps. The first research on plasma was done in connection with the study of electrical discharges in gases. The focus of attention for physicists was the partially ionized plasma, the kinetics of which is governed by various collisional and radiative processes. The choice of this area of research was motivated largely by the practical problems of that time the creation of gas-discharge light sources, rectifiers, and inverters. Since the early 1950s interest in plasma physics has risen sharply, particularly in the study of the completely ionized plasma with its various collective phenomena, insta bilities, and the interesting and sometimes unexpected effects attending the propagation of electromagnetic waves in such a plasma and the action on it of external electric and magnetic fields. Interest in hot plasmas has been stimulated not only by the diverse and novel physical phenomena, but also by the problems arising in connection with controlled nuclear fusion. The advent, in the early 1960s, of new technical fields such as gas-discharge lasers, magnetohydrodynamic generators, thermoemission converters, plasma chemistry, plasma propul sion devices, various methods in plasma technology, etc. , has led to increased interest in weakly ionized low-tempera ture plasmas. This is particularly true of nonequilibrium plasmas, which are characterized by an extraordinary diver sity of states and properties.
