This book discusses the diversity and resilience in a hybrid regime where civil society organisations are either provided with complex sets of opportunities or face severe constraints. By studying the case of Iran between 1997 and 2013, it shows how the Islamic Republic regime went into two opposite directions under two presidencies and played in-between supporting and suppressing advocacy NGOs. After accommodating a novel theoretical framework enabling scholars to identify the contributing factors of diversity in the regime, four case-study chapters are designated for comparing the women’s rights and environmental NGOs across local and national governments. These two political and technical policy areas demonstrate the different scopes of freedoms for advocacy NGOs. The contrasting narratives of the civil activists and policymakers imply paradoxes and shifts in the arrangement of opportunities for action and advocacy, although the leadership and structure of the regime remained unchanged during the period of study.

The hybrid political system of Iran creates political opportunities for advocacy NGOs depending on the political ideology of the ruling elite, the issue of a policy domain, and the level of government. Variations in these factors create fundamentally different types of policy networks, which dynamically function as sub-polities of the political regime. They provide advocacy NGOs with different constraints and opportunities regarding their different structures, which are characterised by the composition of actors, the interrelations between them, and the institutions. In this study, the argument is that the public policy arena of Iran is differentiated, and accordingly, policy networks vary from one area to another, and therefore, the agency of advocacy NGOs in them vary. This argument is sustained by case studies of policy networks at provincial and national levels, in the women-rights and environmental policy domains, and across the politically liberal government of Khatami (1997-2005) and the conservative government of Ahmadinejad (2005-2013). The study suggests that other hybrid regimes should be considered like Iran as well: differentiated, rather than monoliths. Therefore, we might expect similar variations in the scope of advocacy NGOs within hybrid regimes.

Over the past thirty years the comparative study of policy agendas under the aegis of the Comparative Agendas Project (CAP) has become one of the fastest growing sub-field in policy research. Yet, similarly to policy studies in general, most of the agenda-setting literature focuses on well-established democracies. This edited volume offers a ground-breaking analysis of a hitherto less examined topic in comparative politics: the dynamics of policy agendas in Socialist autocracy and in hybrid regimes. We propose that policymaking in authoritarian and illiberal regimes is different from the practices of democracies which we analyse based on a unique historical policy agendas database built by the Hungarian CAP team at the Centre for Social Sciences in Budapest. We find that punctuated equilibrium theory offers a good description of policy dynamics regardless of policy regimes, yet punctuations are more pronounced in autocratic and illiberal settings. These regime types also share a tendency towards centralization, a less efficient use of public information and a suppression of democratic participation in the policy process. This book may be of interest to scholars and students of policy studies, agenda-setting and the politics of authoritarianism.
