This book is a compilation of NATO related speeches, interventions, letters, interviews, articles, and some last-minute thoughts that the author released upon the world from 1991 to 2021. The texts are presented as they were delivered, in "rough" English, used by non-native English speakers, to preserve their authenticity, as are the colorful prefaces to each one of them. The compilation is far from complete as many speeches resembled each other ad nauseam, some were unfortunately or fortunately lost or misplaced, some deemed inappropriate, while some other pieces are hoping to see the light of the day in the long-planned books Putting Slovenia on the Map and Slovenia's Contribution to the Formulation of EU's Foreign and Security Policy. The main reason for publishing this book is to document a glimpse into the thinking and work of a person who oversaw the whole project of Slovenia’s, his country's, journey from zero status to becoming its representative sitting at one of the top world tables on an equal footing with the rest of the Alliance members. Unfortunately, too often -- if not always -- the winners write history. It is hard to predict who the winners of the quiet but still ongoing battle on how to ensure Slovenia's and Europe’s security will be. This is not just the battle between “peaceniks” and realists at home but also between the promoters of the growing role of the European Union in the defense area and those who believe that only NATO can provide Europe's hard security. Senior Ambassador inkovec, a former California hippie, staunchly belongs in the latter bunch. In foreword, the author attempts to present a realistic view of NATO as it is today, as well as the murky future it seems to be embarking upon. The Kremlin has sought to establish an exclusive Russian sphere of influence in the nations lying between Russia and the EU, from Georgia in 2008 to Ukraine in 2014 and Belarus in 2020. It has extended its control by means of military intervention, territorial annexation, economic pressure and covert activities. Moscow seeks to justify this behavior by referring to an alleged threat from NATO and the Alliance’s eastward enlargement. The central aims of the book is to present, in the form of a collection of papers, a variety of views on NATO from member states “formerly known as new”, and to assess in this context the prospects for NATO enlargement. Therefore, the book consists of two parts. The main objective of the first part is to present how NATO is now perceived in Central and South-Eastern Europe. Papers collected here offer an opportunity to reflect on the impact of the enlargements starting from 1999 on NATO functioning and evolution, roles, tasks and capabilities. The issue of how accession has transformed accessioning states will also be discussed. Last but not least, the perspective of “new” members on NATO’s future will be presented. The authors of the articles in this part mainly come from those countries that joined the Alliance after the end of the Cold War. The second part is devoted strictly to the topic of enlargement. In this part we asked experts from NATO members (both “old” and “new”), potential candidates and other NATO partners (including Russia, Georgia, Ukraine, Azerbaijan, Sweden, Finland etc.) how they view the future of NATO cooperation with external partners in Europe and the prospects for enlargement of the Alliance.
