The Whiting River Dam is a single purpose flood control dam. The dam consists of a zoned earth embankment with a maximum height of 80 feet. The dam is 580 feet long and has a grass-covered 250 foot emergency spillway excavated into the left abutment. The principal spillway is of the drop inlet type and discharges through a reinforced concrete conduit through the center of the dam. As the dam is used for flood control, the impoundment remains at the principal spillway level except during periods of heavy runoff. The impoundment has a maximum storage capacity of 5,000 Acre-Feet. Based on the visual inspection and a review of all available pertinent data, the condition of the dam is judged to be good. The impoundment has never been substantially filled so the behavior of the structure under full hydrostatic loading conditions is unknown. The future integrity of trhe dam could be affected by the construction of the right side of the emergency spillway on fill, the location of the emergency spillway in the vicinity of the downstream toe of the dam, and the settlement and erosion of the stone drains at the abutments. The spillway capacity with the water level at the top of the dam is 14,800 cfs, 88 percent of the routed Test Flood outflow. The Test Flood would overtop the dam by 0.5 feet.

Wangum Lake Dam is a 300-foot long earth embankment with a maximum height of about 10 feet. The upstream face of the dam is on a slope of about 1H:1V and the downstream face of the dam is variable, with the slope averaging about 5H:1V. the crest width averages about 35 feet. The spillway consists of a masonry weir about 5.5 feet wide with a crest elevation about one foot below the top of the dam. A 12-inch diameter valve is located in the center of the spillway headwall. The invert of the valve is one foot below the spillway crest. The spillway discharge travels 15 feet through a stone-paved outlet channel and into a 24-inch diameter cast iron pipe. The pipe directs the discharge into a small mill pond located at the downstream toe of the dam. The dam appears to be in fair condition. The upstream face is provided with limited riprap protection resulting in exposure of portions of the embankment to erosion. The normal pool freeboard of about one foot exposes the dam crest to wave action. The dam was overtopped by an estimated 3 inches in 1972, which indicates that the spillway discharge capacity and reservoir storage capacity above normal pool are inadequate for appreciable storm events. The continued deterioration of the headwall at the entrance to the spillway outlet conduit could lead to obstruction of the pipe entrance. No emergency low-level outlet, independent of the water supply system, exists at this site. The spillway system is capable of discharging 19 cfs, which is about 2 percent of the routed test flood outflow, prior to overtopping of the dam.

The maximum height of the dam is 27 feet at the left edge of the spillway. The reservoir storage at the top of dam is 11 acre-feet. There are both upstream and downstream spillway training walls composed of mortared and hand placed cobbles respectively. The visual inspection of Risdon Pond Dam indicated that the dam is in fair condition. The inspection revealed that the unprotected upstream face has been slightly eroded by wave action. The downstream face of the dam has a number of blocks which have been displaced, cracked or have unmortared joints, Grass, moss and small trees are growing out of some of the joints. There are several areas of seepage along the downstream wall both sides of the spillway. There is a 3-foot deep depression on the left downstream wall of the dam. Also, there are five large tree stumps along the crest of the dam and a footpath traverses the crest. The spillway will discharge 220 cfs, or 16% of the test flood with the pool level at the top of the dam. The test flood flow of 1420 cfs will overtop the dam by 2.0 feet.

Parks Pond Dam is a cyclopean masonry/earth embankment that is approximately 180 feet long and 12 feet high. The earth embankment is on the downstream side and has a 2:1 slope. The upstream face is cyclopean masonry with a vertical face. The spillway is located on the southern half of the dam and consists of a 30.5 foot long weir. There is a lower gate house for the control of a discharge pipe that passes through the base of the dam. The size of the pipe is unknown. The valve for the operation of the discharge pipe is inoperable. The drainage area is 0.5 square miles and the reservoir has 100 acre-feet of available storage. The assessment of the dam is based on the visual inspection, past operational performance and hydraulic/hydrologic computations. The dam is judged to be in poor condition with several areas that require attention. These areas include seepage through the dam and around the spillway's west training wall, deteriorated concrete of the spillway and upstream face of the dam, vegetation on the embankments and along the toe of the dam and the nonoperating status of the blowoff. The dam is classified as small and has a significant hazard potential in accordance with guidelines established by the Corps of Engineers. The test flood for this dam is 1/2 the Probable Maximum Flood (PMF). The test flood inflow is 625 cfs and the routed test flood outflow is 473 cfs. The test flood outflow will overtop the dam by 0.55 feet.

The dam is a concrete gravity structure with concrete buttresses adjacent to the downstream face of the dam spaced at approximately 18 feet on center. An earthen embankment slopes down from the exposed concrete section at a maximum inclination of 2 horizontal to 1 vertical on the downstream side of the dam. The structure is approximately 1080 feet long and has a maximum height of approximately 48 feet above the old streambed. Outlets consist of a 30 inch cast iron low level line at elevation 172, a 30 inch cast iron transmission main and an 8 inch cast iron service main. The spillway is a 137 foot wide nappe-shaped concrete weir with concrete sidewalls. The area downstream of the dam consists of residential and industrial developments, Connecticut Route 8, and further downstream, urban areas of Stratford. Based upon visual inspections at the site and past performance history, the dam appears to be in good condition. No evidence of structural instability was observed in the concrete section, buttresses or the earthen embankment. However, there are some areas which require attention. Based upon our hydraulic computations, the spillway capacity is 4300 cubic feet per second, which is in excess of 100 percent of the Test Flood. Peak inflow to the reservoir is 2600 cubic feet per second; peak outflow (Test Flood) is 1400 cubic feet per second with the dam maintaining a minimum freeboard of 1.8 feet. It is recommended that the left wingwall adjacent to the spillway be monitored to ascertain whether movement which has occurred to date is continuing.

The West Lake Reservoir Dam is an earth embankment that is approximately 450 feet long and 31.7 feet high. The embankment has 1.5:1 side slopes and has a puddled clay and gravel core. The spillway is located through the northern abutment of the dam and consists of a 120-foot long concrete weir. There are upper and lower gate houses for the control of 30-inch water main and a 24-inch blowoff that passes through the base of the dam. The valves for the operation of the water main and the blowoff are in the lower gate house and are inoperable. The drainage area is 3.3 square miles and the reservoir has 3,430 acre-feet of available storage. The assessment of dam is based on the visual inspection, past operational performance and hydraulic/hydrologic computations. The dam is judged to be in fair condition with several areas that require attention. These areas include seepage through the dam and along the toe, steepness of the embankment, vegetation on the embankments, along the toe of the dam and in the spillway channel and the nonoperating status of the blowoff. The dam is classified as intermediate and has a high hazard potential in accordance with guidelines established by the Corps of Engineers. The test flood for this dam is 1/2 the Probable Maximum Flood (PMF). The test flood inflow is 6,520 cfs and the routed test flood outflow is 3,890 cfs. The test flood outflow will overtop the dam by 1.0 feet.

Beaver Dam Lake Dam is a 1300 foot long earth embankment dam and has a maximum height of 47.3 feet. The top width of the dam is 16 feet. The spillway is located on the left side of the embankment. It appears that the original earth embankment am which was approximately 20 feet in height was raised 27 feet to its present height. The visual inspection of Beaver Dam Lake Dam indicated that the dam is in fair condition. The inspection revealed the existence of a foot path along the entire crest of the dam. The right 800 foot long portion of the dam shows the crest of the dam to be sloping toward the reservoir (upstream) by as much as 12 inches. Riprap in some areas of the upstream slope of the embankment has been eroded. The upstream gatehouse foundation has separated from the gate chamber wall by as much as 3 inches and this crevice extends to a depth of 5 feet below ground surface. An extensive growth of grass, briars, rosebushes and brush cover the upper downstream slope of the embankment. The lower slope is covered with grass, brush and many trees. Also, numerous animal holes up to 12 inches in diameter were observed on the downstream face of the dam. The spillway will pass the test flood outflow of 1225 cfs with a pool elevation of 176.15 feet which is 1.65 feet below the top of the dam.

Lake Harwinton Dam is an earth embankment structure 364 feet in length with a maximum height of 30 feet. An earth dike is located north of the dam and they are separated by approximately 80 feet of natural higher ground. The spillway consists of an unlined flat approach channel from the reservoir, a concrete crest 25 feet long, and a concrete discharge channel 25 feet long with a 15 percent slope. Based on the visual inspection, the dam and dike appear to be in fair condition, except for the downstream slope of the dam which is in poor condition. The project has been rated as 'poor'. Minor cracks were observed in asphalt pavement that traverses the crest of the dam. Settlement of 1 to 2 inches was noted in pavement adjacent to the right side of spillway. The vertical and horizontal alignment of the dam/dike was good. considerable erosion has occurred on the downstream slope of the dam in the vicinity of the right abutment. Some sloughing of the riprap on the upstream slope near the crest was evident. Seepage including several small springs was noted downstream from the toe of the dam. Heavy brush and small trees were observed on the downstream slope. The dike is generally in overall fair condition.
