This lecture focuses on the need for the United States – and other Western countries – to understand the political, social, and ideological trends that have emerged in the Muslim world in recent years, and on the necessity of engaging Muslim communities worldwide. The Obama administration is moving in this direction, as evidenced by President Obama’s Cairo speech of June 4, 2009, and his other statements and media interviews regarding the Muslim world. This lecture is based on my academic research over the years, and my work for the US government from 1990 to 2006. It draws heavily on my two recent publications, and on the numerous visits I have made to more than thirty Muslim counties in sub-Saharan Africa, the Middle East and North Africa, Central, South and Southeast Asia and the Balkans, as well as to several European countries that have Muslim populations. These visits have afforded me the opportunity to engage hundreds of Muslims – thinkers, writers, activists, journalists, politicians, clerics, non-governmental organization (NGO) workers, “jihadists,” liberals, radicals, Sunnis, Shia, and Sufis – in conversations on current developments in the Islamic world and how they view their relations with the outside world, including with the United States. My interviews gave me a clear impression that Muslims – especially those of the well-educated and professional middle classes – throughout most of the present decade have grown increasingly troubled by present relations between the United States and the Islamic world, and even more concerned about the future of these important relations.

Political Islam is growing in the Middle East and Central Asia, and is at the same time evolving and diversifying. Islamist parties have also matured as they gain political experience. They are faced with political realities and must adapt their policies accordingly. The question of whether Islam and democracy are compatible is a current point of discussion, with many Islamist parties now believing that they are. Islam has become a vehicle for the expression of many different agendas in the Muslim world. Muslims may too readily blame the West for their own problems, but their frustrations and current grievances are real. Cultures and communities under siege seek comfort in a back-to-basics view of religion, a narrowing and harshening of cultural and nationalist impulses, and a return to traditional community values. US policymakers would be wise to drop the simplistic and inaccurate notion of Muslim anti-Americanism, and should instead consider what steps can be taken to spread democratic values to areas where they have been noticeable chiefly by their absence. If the war on terror is to be successful in the long run, Washington should not limit itself to a merely punitive agenda, but should engage in dialogue with Islamic clerics and representatives of moderate political forces in order to support regional democratization.

No-one can attempt to predict the political future of a country except through the examination of its recent past and current situation. Somalia stands as a nation divided by former colonial powers and a country born on July 1, 1960, as an orphan state within a hostile environment and without recognized boundaries with its neighbors. It is this predicament that symbolizes Somalia and its multifaceted problems. Today, deeply entrenched tribalism stands as a major impediment to the rebuilding of the country, supported by rampant external interference in Somalia’s internal affairs and facilitated by warlords, clan leaders and so-called “intellectuals” who utilize tribalism for self-serving, opportunistic ends. In summary, this is the real tragedy of Somalia. However, hope survives in the two peaceful regions of Northern Somalia. Many today warn that the Muslim world and the West are on a collision course. The depth and intensity of animosity expressed by Bin Laden and his al-Qaeda followers led some to ask, “Why do they hate us?” The temptation for some American government officials and political commentators was to condemn and dismiss, to explain away anti-Americanism as irrationality, ingratitude, jealousy of US success or hatred for the American way of life. This approach fails to get at real issues. As governments respond to the threat of global terrorism, must be balanced by evidence that establishes a direct connection of guilt and by strikes that are focused rather than wide-ranging and indiscriminate. A disproportionate response runs the risk of a backlash in the Middle East and the broader Muslim world – as well as among American and European Muslim citizens – that erodes the goodwill of many and reinforces an image of a superpower again placing itself above international law. The war against global terrorism should not justify a gradual erosion of important principles and values at home or become a green light to authoritarian regimes in the Muslim world to increase repression. There is also a need to adopt a more balanced policy in the Israeli-Palestinian conflict. If foreign policy issues are not addressed effectively, they will continue to provide a breeding ground for anti-Americanism, hatred and radicalism, the rise of extremist movements, and recruits for the Bin Ladens of this world. Short-term foreign policies that are necessitated by national interest must be balanced by long-term policies and incentives that pressure our allies to promote a gradual and progressive process of broader political participation and power sharing.
