This book examines the concept of witness protection which is still at an early developmental stage in several African countries including Nigeria, from a legal and institutional perspective. Recent developments in Nigeria highlight the need to clarify legal and conceptual issues within the existing legal framework for protecting witnesses. Using the Nigerian case study, the book illustrates some obscurities inherent in the concept of witness protection. These are highlighted around five critical areas: the definition of witness protection; the scope of beneficiaries requiring protection; the nature of crimes necessitating protection; the nature of protective measures; and the administrative control of witness protection. Specifically, this book draws from the existing literature and practices of witness protection and adopts two distinct perspectives: the criminal justice perspectives and human rights perspectives as heuristic tools for analysing the concept and to separate the disparate influences that shape how it is construed. These distinctions are utilised throughout the book as an integrated way of conceptualising the concept of witness protection. By discussing the practice of witness protection within the Nigerian context, the book contributes to African conversations on the topic of witness protection. The clarifications made in this book are utilised in making normative proposals for developing a legal framework for witness protection in Nigeria. When Sister Emma and the five women who accompanied her from England crossed the Orange River early in 1874, they exchanged the comfortable mainstream of Anglican Church life for the rigours of pioneering new works in an undeveloped country. Living conditions were primitive, travel was hard, and money was always in short supply. The newly-formed Community of St Michael and All Angels opened the first girls’ schools north of the Orange and the first hospital in the Free State. At Kimberley, Sister Henrietta achieved a world first through her successful campaign for the State Registration of nurses. Four Sisters were besieged in Kimberley during the Anglo-Boer War, and in Bloemfontein their Mother House became a military hospital. By faith and determination the Community recovered. St Michael’s School was raised to new standards of excellence, while the Sisters expanded their mission to include Lesotho and the eastern Free State. Decades of work with Bloemfontein’s sick and deprived led to Sister Enid becoming known as Ma Mohau (Mother of Mercy), and to national acclaim in the 1970s as South Africa’s Mother Teresa. This book studies the development of the Community’s religious life, and charts the progress of their work among all races from their foundation until the death of the last Sister in 2016. Across the Orange, their relative isolation from the strong centres of Anglicanism eventually contributed to their demise, but not before they had established an enduring legacy. The work they began in Lesotho is continued by the Community of the Holy Name, while St Michael’s School in Bloemfontein is recognised as one of the finest girls’ schools in South Africa.

The Parthenon marbles case is the most famous international cultural heritage dispute concerning repatriation of looted antiquities, the Parthenon marbles in the British Museum’s ‘Elgin Collection’. The case has polarised observers ever since Elgin had the marbles hacked out of the ancient temple at the turn of the 19th century in Ottoman-occupied Athens. In 1816, a debt-stricken Elgin sold the marbles to the British government, which subsequently entrusted them to the British Museum, where they have remained since then. Much ink has been spilled on the Parthenon marbles. The ethical and cultural merits of their repatriation have been fiercely debated for years. But what has generally not been considered are the legal merits of their return in light of contemporary international law.
