This edited collection brings together enterprising pieces of new research on the many forms of organization in East and Southeast Asia that are sponsored or mandated by government, but engage widespread participation at the grassroots level. Straddling the state-society divide, these organizations play important roles in society and politics, yet remain only dimly understood. This book shines a spotlight on this phenomenon, which speaks to fundamental questions about how such societies choose to organize themselves, how institutions of local governance change over time, and how individuals respond to and make use of the power of the state. The contributors investigate organizations ranging from volunteer-based organizations that partner with government in providing services for homeless children, to state-managed networks of neighborhood- or village-level associations that perform representative as well as administrative functions and seeks to answer a number of questions: When do the "vertical," top-down imperatives of the state stifle "horizontal" solidarities, and when might the two work in harmony? Are useful social and administrative purposes served by this type of fusion? Does it amplify or merely muffle citizens’ voices? Most social science studies of local organizations tend to focus on "civil society" associations, voluntary associations independent from state control, whereas government-sponsored organizations tend to be theorized in totalitarian terms as "mass organizations" or manifestations of state corporatism. Roots of the State examines neighborhood associations in Beijing and Taipei that occupy a unique space that exists between these concepts. Benjamin L. Read views the work of the neighborhood associations he studies as a form of "administrative grassroots engagement." States sponsor networks of organizations at the most local of levels, and the networks facilitate governance and policing by building personal relationships with members of society. Association leaders serve as the state's designated liaisons within the neighborhood and perform administrative duties covering a wide range of government programs, from welfare to political surveillance. These partly state-controlled entities also provide a range of services to their constituents. Neighborhood associations, as institutions initially created to control societies, may underpin a repressive regime such as China's, but they also can evolve to empower societies, as in Taiwan. This book engages broad and much-discussed questions about governance and political participation in both authoritarian and democratic regimes.

Democracy for Sale is an on-the-ground account of Indonesian democracy, analyzing its election campaigns and behind-the-scenes machinations. Edward Aspinall and Ward Berenschot assess the informal networks and political strategies that shape access to power and privilege in the messy political environment of contemporary Indonesia. In post-Suharto Indonesian politics the exchange of patronage for political support is commonplace. Clientelism, argue the authors, saturates the political system, and in Democracy for Sale they reveal the everyday practices of vote buying, influence peddling, manipulating government programs, and skimming money from government projects. This volume examines the shifting role of the state and social organizations (e.g. NGOs) in providing social services in contemporary China. A series of case studies identifies a dynamic whereby the state increasingly withdraws from social service provision with social organizations taking up the slack. An interdisciplinary line up of contributors explore this dynamic, and how it affects the state-society relationship and the quality of social services provided. Based on current research, this book engages existing debates over state-society relations offering a new thematic framework to evaluate this relationship. Drawing on the framework, each chapter explores a particular aspect of social service provision including orphan care, migrant labor protection and infectious disease control. Differentiating between case studies of crisis and non-crisis social service provision situations, this volume argues that state and social organizations engage in ongoing negotiations to achieve shared social service provision goals – a dynamic largely controlled by the state. However during crises, the controlled relationship may alter as the priority becomes addressing the immediate demand for essential social services. The result is the potential for a rapid change in relations between the state and social organizations.

In recent years, the Vietnamese diaspora, including some of whom are Protestant Christian Việt Kiều, have returned to their natal homeland of Vietnam in large numbers. This book investigates the phenomenon of the Protestant Christian Việt Kiều who have returned and reestablished belonging in Vietnam with a missional purpose and the perspective of non-migrant local Protestant Christian leaders as a case study of diaspora missiology. It is based upon doctoral research utilizing in-depth interviews which sought to answer the following questions: 1) What are the motivating factors of Protestant Christian Việt Kiều returning to Vietnam for mission-related purposes? 2) What has been the experience in ministry of the returning Protestant Christian Việt Kiều regarding mission-related reasons for returning? 3) How have the non-migrants experienced the phenomenon of return? This book explores the answers to these questions as a case study of diaspora missiology. Findings suggest that the Protestant Christian Việt Kiều are welcomed back in Vietnam and contributing in many dynamic ways in the homeland. At the same time, the return journey is a road layered with complexities, contradictions, opportunities, and unique challenges. Findings from this diaspora community engaged in missions by and beyond the diaspora give insight into the paradigm of diaspora missiology and temper the enthusiasm for widely promoted theory. Important questions arise regarding how far diaspora as a framework can carry us.
