Seminar paper from the year 2005 in the subject Politics - Region: Eastern Europe, grade: 1,0, University of Applied Sciences Bremen (Institute of International Relations and Political Sience), course: Governments and Politics in Lithuania, language: English, abstract: Environmental policy in Lithuania emerged after regaining independence in the beginning of the 1990s. The young democracy had to build up a completely new legal system and institutions. At the same time this policy field has already matured on the EU-level as well as in its member states. This paper focuses on the adaptation of Lithuanian environmental policy to the requirements of the EU and employs the concept of Europeanisation to explain changes. Europeanisation, as the term is used in this paper, is concerned with the consequences of European integration for the member and applicant states and politics within them. It is found that especially through the accession process it was easy to ‘export’ EU rules and principles – firstly, because the pressure to adopt EU legislation was high and secondly, because local elites were ready to take EU templates. After an introduction to the topic the second chapter presents an overview over EU environmental policy, whereas the third chapter focuses on Lithuanian environmental policy and the adaptations through the EU accession process. Chapter four then employs the concept of Europeanisation to explain the impact of EU environmental policy on Lithuanian domestic policy-making and its institutions.

Presenting the first analytical overview of the legal foundations of the EU's Common Security and Defence Policy (CSDP), this book provides a detailed examination of the law and practice of the EU's security policy. The European Union's security and defence policy has long been the focus of political scientists and international relations experts. However, it has more recently become of increasing relevance to lawyers too. Since the early 2000s, the EU has carried out more than two dozen security and defence missions in Europe, Africa, and Asia. The EU institutions are keen to stress the security dimension of other external policies also, such as development cooperation, and the Lisbon Treaty introduces a more detailed set of rules and procedures which govern the CSDP. This book provides a legal analysis of the Union's CSDP by examining the nexus of its substantive, institutional, and economic dimensions. Taking as its starting point the historical development of security and defence in the context of European integration, it outlines the legal framework created by the rules and procedures introduced by the Treaty of Lisbon. It examines the military operations and civilian missions undertaken by the Union, and looks at the policy context within which they are carried out. In referenda held in 2003, more than ninety percent of Lithuanians supported joining the European Union (EU), while fewer than two-thirds of Estonians did so. Why? The small existing literature on cross-national differences in EU support has focused on political and cultural variables, such as party competition and the history of independent statehood. Using survey data and content analysis of newspapers, however, I show that Lithuanians and Estonians had different economic expectations about the EU. Most Lithuanians hoped that joining the EU would help Lithuania to catch up with the West by increasing foreign investment and trade. By contrast, many Estonians worried that the accession would make their country dependent on the West by driving domestic producers bankrupt and allowing foreigners to buy up local economic resources. Based on statistical data and press reports, I argue that these expectations reflected the two countries' strategies of economic reform. Lithuania sold state-owned enterprises (SOEs) to their managers, imposed moderate tariffs on imports, and continued to trade heavily with Russia. This strategy slowed down the development of services and modern industry. By contrast, Estonia sold SOEs to foreign investors, abolished all tariffs, and reoriented its trade rapidly to the West. This approach hurt agriculture and traditional industry. As a result, both Lithuanians and Estonians were unhappy about their country's economic situation. However, Lithuanians saw European integration as a solution to their country's problems, while Estonians considered it a cause thereof. I conclude by showing that my theory -travels[DOUBLE VERTICAL LINE] to Slovakia and the Czech Republic.
