Numerous countries and regions now have very active space programs, and the number is increasing. These maturing capabilities around the world create a plethora of potential partners for cooperative space endeavors, while at the same time heightening competitiveness in the international space arena. This book summarizes a public workshop held in November 2008 for the purpose of reviewing past and present cooperation, coordination, and competition mechanisms for space and Earth science research and space exploration; identifying significant lessons learned; and discussing how those lessons could best be applied in the future, particularly in the areas of cooperation and collaboration. Presentations and initial discussion focused on past and present experiences in international cooperation and competition to identify "lessons learned." Those lessons learned were then used as the starting point for subsequent discussions on the most effective ways for structuring future cooperation or coordination in space and Earth science research and space exploration. The goal of the workshop was not to develop a specific model for future cooperation or coordination, but rather to explore the advantages and disadvantages of various approaches and stimulate further deliberation on this important topic.

In contrast to the close cooperation practiced among European states, space relations among Asian states have become increasingly tense. If current trends continue, the Asian civilian space competition could become a military race. To better understand these emerging dynamics, James Clay Moltz conducts the first in-depth policy analysis of Asia's fourteen leading space programs, concentrating especially on developments in China, Japan, India, and South Korea. Moltz isolates the domestic motivations driving Asia's space actors, revisiting critical events such as China's 2007 antisatellite weapons test and manned flights, Japan's successful Kaguya lunar mission and Kibo module for the International Space Station (ISS), India's Chandrayaan lunar mission, and South Korea's astronaut visit to the ISS, along with plans to establish independent space-launch capability. He investigates these nations' divergent space goals and their tendency to focus on national solutions and self-reliance rather than regionwide cooperation and multilateral initiatives. He concludes with recommendations for improved intra-Asian space cooperation and regional conflict prevention. This book examines transatlantic politics through an analysis of 60 years of US-European strategic interaction in space. The significance of space politics for the study of transatlantic relations receives surprisingly little scholarly attention. As a theatre of interaction, transatlantic space politics reflects the vicissitudes of European and US power in the international system. An understanding of space politics is therefore vital in understanding the status and prospect of the transatlantic order. Using established IR theories, the author investigates transatlantic space politics and proposes a theoretical explanation, which is distinct from the conventional wisdom of the transatlantic security community.
