The Arab World is perceived to be a region rampant with constructed and ambiguous national identities, overwhelming wealth and poverty, religious diversity, and recently the Arab uprisings, a bottom-up revolution shaking the foundations of pre-established, long-standing hierarchies. It is also a region that has witnessed a remarkable level of transformation and development due to the accelerated pace imposed by post-war reconstruction, environmental degradation, and the competition among cities for world visibility and tourism. Accordingly, the Arab World is a prime territory for questioning urban design, inviting as it does a multiplicity of opportunities for shaping, upgrading, and rebuilding urban form and civic space while subjecting global paradigms to regional and local realities. Providing a critical overview of the state of contemporary urban design in the Arab World, this book conceptualizes the field under four major perspectives: urban design as discourse, as discipline, as research, and as practice. It poses two questions. How can such a diversity of practice be positioned with regard to current international trends in urban design? Also, what constitutes the specificity of the Middle Eastern experience in light of the regional political and cultural settings? This book is about urban designers ’on the margins’: how they narrate their cities, how they engage with their discipline, and how they negotiate their distance from, and with respect to global disciplinary trends. As part of the ISOCARP 50th anniversary programme, the publication of Ten Years of UPATs: Reflections and Results is certainly one of the "flagship" activities of ISOCARP. We have to thank the editors and authors, as well as all the members of the Urban Planning Advisory Teams who contributed to the impressive quality of this publication. The initiation of the UPATs was a turning point in the activities of ISOCARP as a professional organisation. Instead of limiting its role to reflecting on activities, it turned into a pro-active organisation intervening in the real world, rather than serving only as a consultant. The UPATs try to "open eyes and doors", to think and act in other directions, and start collaborative and innovative planning processes rolling. At the same time, the UPATs created the opportunity to bring ISOCARP members together: new planners and experienced planners with widely divergent backgrounds and their own specific areas of expertise. Unexpectedly, the UPATs created a kind of "cement" among ist members and gave ISOCARP a new active face. The publication is clearly structured, complete and much more than a pure report. It contains an elaboration of the objectives of the UPAT concept, an interesting explanation and justification of the planning methodology and maxims, a brief comparative analysis of similar expert advisory platforms applying collaborative planning procedures, and a general description with the categories and characteristics of all the UPATs. The core of the book is devoted to the description of case studies, the organisation and management of the workshops, and, ultimately, to an elucidation of the lessons learned. When we think about the role of ISOCARP in the future, we should take the UPATs as an example for the way a modern professional organisation can act, not only through knowledge sharing, but also by developing visions, concepts and concrete solutions for complex urban problems within a collaborative setting.

This is typically understood as a story of growth, encompassing rapid development and economic dynamism alongside environmental degradation and social dislocation. Richard Hu unpacks recent trends in urban planning and development to explore the making and imagining of the contemporary Chinese city. Urban Design Governance takes a deep dive into the governance of urban design around Europe. The Federal Emergency Management Agency (FEMA) has developed this publication, Site and Urban Design for Security: Guidance against Potential Terrorist Attacks, to provide information and design concepts for the protection of buildings and occupants, from site perimeters to the faces of buildings. The intended audience includes the design community of architects, landscape architects, engineers and other consultants working for private institutions, building owners and managers and state and local government officials concerned with site planning and design. Immediately after September 11, 2001, extensive site security measures were put in place, particularly in the two target cities of New York and Washington. However, many of these security measures were applied on an ad hoc basis, with little regard for their impacts on development pat-terns and community character. Property owners, government entities and others erected security barriers to limit street access and installed a wide variety of security devices on sidewalks, buildings, and transportation facilities. The short-term impacts of these measures were certainly justified in the immediate aftermath of the events of September 11, 2001, but traffic patterns, pedestrian mobility, and the vitality of downtown street life were increasingly jeopardized. Hence, while the main objective of this manual is to reduce physical damage to buildings and related infrastructure through site design, the purpose of FEMA 430 is also to ensure that security design provides careful attention to urban design values by maintaining or even enhancing the site amenities and aesthetic quality in urban and semi-urban areas. This publication focuses on site design aimed to protect buildings from attackers using vehicles carrying explosives. These represent the most serious form of attack. Large trucks enable terrorists to carry very large amounts of explosives that are capable of causing casualties and destruction over a range of many hundreds of yards. Perimeter barriers and protective design within the site can greatly reduce the possibility of vehicle penetration. Introduction of smaller explosive devices, carried in suitcases or backpacks, must be prevented by pedestrian screening methods. Site design for security, however, may impact the function and amenity of the site, and barrier and access control design may impact the quality of the public space within the adjacent neighborhood and community. The designer's role is to ensure that public amenity and the aesthetics of the site surroundings are kept in balance with security needs. This publication contains a number of examples in which the security/ amenity balance has been maintained through careful design and collaboration between designers and security experts. Much security design work since September 11, 2001, has been applied to federal and state projects, and these provide many of the design examples shown. At present, federal government projects are subject to mandatory security guidelines that do not apply to private sector projects, but these guidelines provide a valuable information resource in the absence of comparable guidelines or regulations applying to private development. Operations and management issues and the detailed design of access control, intrusion alarm systems, electronic perimeter protection, and physical security devices, such as locking devices, are the province of the security consultant and are not covered here, except as they may impact the conceptual design of the site. Limited information only is provided on some aspects of chemical, biological and radiological (CBR) attacks that are significant for site designers; extensive discussion of approaches to these threats can be found in FEMA 426.
