After thirty years the milk quota system will be abolished in 2015. Moreover, further reforms are coming up for the EU farm payment system. These changes will affect dairy farmers. There seems to be an increase in freedom for farmers, but new constraints are underway as a result of manure policies. To understand the consequences of the policy reforms, 31 Dutch dairy farmers were asked to unfold their strategic plans. Starting with mission and visions, combined with financial data, a SWOT analysis and the embraced business style, farmer plans are recorded. It became clear that farmers strive for continuity, keeping the farm up to date and ready for take over if applicable. Investments should be in line with long time goals, but also with the long time expectations about market and price development. The long term (16 years) effects of the strategic plans of the farms have been analysed using a simulation model that has been developed for this purpose. Farms have been grouped into four categories based on dairy cow density per ha. Based on visions, for two of these groups scenarios are defined to develop their farms. The model shows that increasing herd size, combined with high investments in combination with expectations about price development and new constraints around manure production makes especially farms with high cow densities per ha vulnerable, in fact they easily run into negative margins for a longer period and therefore perhaps have to reconsider their plans.

This paper estimates a production function for milk using a generalised method of moments estimator to avoid the endogeneity problem. Using the first-order conditions for profit maximisation, the economic effects for individual Dutch dairy farms of the 2003 EU dairy policy reform are analysed. With an expected milk price decrease of 21 per cent, profit decreases on average by 22 per cent. EU direct payments compensate for roughly 53 per cent of this fall in profit. The profit reduction means that 69 per cent of all small farms have negative income from farming, compared with 15 per cent in the initial situation.
