The prioritization of rice as a strategic food and cash crop in Rwanda has paid dividends, with production increasing by one-third during 2010–2015. However, production expansion has failed to keep pace with growing consumption demand. In 2015, around 30 percent of national consumption was met by imported long grain rice. The paper aims to single out the constraints which have been preventing the Rwandan rice sector to fully seize market opportunities in recent years. Looking at Nominal Rates of Protection faced by agents in the rice value chain over 2005–15, we find rice producers enjoy significant price incentives, mostly as a result of protective trade measures. Other factors, however, appear to be hindering investments in land, the adoption of modern inputs, and the production of high quality rice that can more readily substitute imports. This evidence is used along with recent literature and stakeholder interviews to formulate policy recommendations.

This sociolegal study focuses on the political, legal and institutional problems and dilemmas of regulating land tenure. By studying the development of the Timorese formal land tenure system, this book engages in the larger debate about the role of state systems in addressing and aggravating social problems such as insecurity, poverty, inequality, destruction of nature, and cultural and social estrangement. Land tenure issues in Timor-Leste are complex and deeply shaped by the nation’s history. Taking an insider’s perspective based on the author’s experience in Timorese state administration, and through the investigation of five analytical themes –political environment, lawmaking, legal framework, institutional framework, and social relationships and practices– this book studies the development of the Timorese formal land tenure system from independence in 2002 to 2018. It shows how political, legal, and administrative decisions on land administration are made, what and who influences them, which problems and dilemmas emerge, and how the formal system works in practice. The result is a portrait of a young nation grappling with the enormous task of creating a land tenure system that can address the needs of its citizens in the wake of centuries of socio-political tumult and huge fluctuations in resources. The book concludes by highlighting the importance of lawmaking and how abuses of power can be curbed by adequate administrative processes and laws. Placing security studies in the context of contemporary discourses about the colonial comeback and posthumanism, this book postulates the notion of staticide which avers that the effacement of African state sovereignty is crucial for the security of the oncoming empire. Understood in the light of posthumanism, antihumanism, animism, postanthropocentrism and transhumanism; African human security has evidently been put on a recession course together with African state security. Much as African states are demonised as so failed, defective, corrupt, weak and rogue to require recolonisation; transhumanism also assumes that human bodies are so corrupt, imperfect, defective, failed, rogue and weak to require not only enhancements or augmentation but also to beckon recolonisation. Also, deemed to be ecologies, human bodies are set to be liberalised and democratised in the interest of nonhuman viruses, nanobots, microchips, bacteria, fungi and other pathogens living within the bodies. The book critically examines the security implications of theorising human bodies as ecologies for nonhuman entities. Reading staticide together with transhumanism, this book foresees transhumanist new eugenics that are accompanying the new empire in a supposedly Anthropocene world that serves to justify the sacrifice and disposability of some surplus humans living in the recesses and nether regions of the empire. Paying attention to the colonial comeback, the book urges African scholars not to mistake imperial transformation for decolonisation.
