The purpose of this thesis is to explore how international environmental governance can be promoted in concert with trade governance. The first part analyzes the structural characteristics of trade and environmental governance, and identifies the overlap or synergies between the two areas of governance. The second part takes the emerging biosafety regime as a case study of the potential for both conflict and synergy between a multilateral environmental agreement (MEA) and the World Trade Organization (WTO) rules. In particular, the focus is on the Cartagena Protocol on Biosafety and the WTO agreements. The third part looks at ongoing attempts to create interaction between trade and environmental governance, based on the biosafety case study. Additionally, by identifying the strengths and weaknesses of existing international environmental governance, it asks how international environmental governance can establish a mutually supportive relationship with trade governance.
